MANILA, Philippines - In a modest ceremony signifying another successful transition of power, President Rodrigo Roa Duterte and Vice President Leni Robredo formally took over the helm of running the entire Philippines on Thursday, June 30.

At around 10:25, a formal-looking and calm Duterte set foot on the grounds of Malacañan and signed up in the guest list of the Palace, his last before assuming the presidency. Duterte entered the palace using the side entrance, also known as the "presidential stairs" as it is the main route being frequented by his now predecessor, former President Benigno Aquino III due to its close proximity to his work station. From there, Duterte was warmly received by Aquino at the President’s hall and had a closed-door meeting that transpired for approximately 20 minutes before the two men went down to the grounds, for the departure honors prepared for Aquino.

At exactly 11:01 A.M., the departure honors for Aquino was executed and Aquino left the Malacañan as citizen Noynoy at 11:09 A.M. with his escorts going back to Times Street, Quezon City. The departure honors lasted only for eight minutes and 16 seconds with a 21-gun salute. Upon Aquino's departure, Duterte immediately went back inside the palace to do some last minute preparations before facing the crowd waiting at the Rizal Hall.

The program began at around 11:32 A.M. with the singing of the national anthem and an ecumenical service administered by religious leaders from different faiths in the country. It was followed by a song number performed by Freddie Aguilar, an ardent supporter of Duterte during his campaign.



Outgoing Senate President Franklin Drilon then graced the platform to read again the official proclamation of the May 9 elections which sealed the victories of Robredo and Duterte as duly elected officials of the two highest positions in the land.

After a short break, President Duterte's children were called on stage. All the Duterte siblings were present with the youngest Veronica as the bible bearer and at exactly 12:00 P.M., Rody Duterte has been made as the 16th president of the republic upon taking oath administered by Associate Justice Bienvenido Reyes of the Supreme Court of the Philippines. It was followed by a 21-gun salute before the new commander-in-chief addressed the 600-crowd inside the hall composed of his cabinet members, friends, family, supporters and foreign dignitaries.

Contrary again to traditions, Duterte chose Reyes, his fellow brother in the fraternity to administer his oath instead of facing the current chief justice. It can be remembered that Aquino also did the same by having his to be done by now Ombudsman Conchita Carpio-Morales instead of the late Renato Corona. The two women in his life, Cielito “Honeylet” Avancena and Elizabeth Zimmerman were out of stage also to avoid any complications. His daughter Sara was the designated person to take the role as first lady in the next six years.

Instead of the usual venue which is the Quirino Grandstand, Duterte opted to have his inauguration inside the Rizal Hall in Malacañan, the first exactly after 30 years, were the late strongman Ferdinand Marcos also held his inauguration before he fell from power. Duterte is the second person to have done so.

It can be noted also that Duterte wore a small pin bearing the Philippine flag on his collar to signify his great interest to call for a united Philippines rather than serving a particular segment of the society. This is very in contrast with the yellow ribbon pin that Aquino has been wearing over the past six years which is associated by his adherence to the legacy of his parents and the Liberal Party to which he is the current chairman as well.

Duterte’s inaugural speech was also one of the shortest in the list of inaugural speeches made by the past Philippine presidents. It was only comprised with 1,335 words and ran only for 14 minutes and 46 seconds, Duterte emphasized that without the immense participation and support of the Filipino people he will not be in power and that that the people should continue doing their part in achieving the goals of his administration that is real change. Duterte also emphasized that democracy will prevail and that it cannot be manipulated by any.

The new president also highlighted again his staunch fight against criminality, drugs and corruption which he deemed as the main causes of the nation’s stagnation to poverty.

Aside from extending his gratitude to his supporters and reiterating the importance of his advocacies, Duterte also underlined in his speech on why the nation remained glued to extreme poverty and chaos and that it is due because of the public’s “erosion of faith and trust in government,” indeed it was a powerful statement that clearly states the roots of everything that made the Philippines incompetent for the longest time.

“You mind your work and I will mind mine.”

Perhaps what would be the first controversial statement that Duterte blurted out as head of state is when he gave his “first order” to the Congress and Commission on Human Rights to mind each other’s works. The president took chance in defending himself regarding with his unorthodox ways of dealing with criminality.

Duterte reasoned that he saw the extreme casualties made by drug addiction and other illegal acts but reassured the public that as president, he knows the limits of his power. The statement presents some conflict with the idea that the three branches of government should not only do their job but also perform a regular check and balance among each other to ensure that power is being exercised equally and is not abused.

Anyway Duterte was able to form a supermajority bloc in the Congress so this statement may or may not prove to be detrimental to his relationship with them. As for the CHR, that is yet to be seen.

“Together, shoulder to shoulder, let us take the first wobbly steps in this quest.”

Like Robredo, Duterte’s address also called on for unity. By making a reference from National Artist F. Sionil Jose and U.S. President Abraham Lincoln, Duterte stressed out the value of working together for the common good, in rebuilding the country by establishing a shared destiny among Filipinos. While he assured the continuation of peace talks between the government and the separatists, Duterte also gave a stern warning against underperforming or corrupt government officials who will bend the stipulated practices of their organizations by discharging them from their positions once caught. He also promised to ease out the transactions being made by the public to government offices by eliminating some tedious processes which consumes the time and budget of the ordinary people.

In another attempt to channel the old Digong in him, the president who is known for his antics broke the seriousness of the event by making an adlib at the end of his speech wherein he delivered what could probably his best known statement that will define his presidency which is “I have no friends to serve, I have no enemies to harm” which signifies his great interest to begin the healing process alongside with his invitation to join hand in hand in propelling the Philippines towards greatness. In that statement full of gravitas, Duterte presented the new face of governance which sits on the value of equality, promotion of social justice, adherence to the law and promotion of the general welfare of the Filipinos.

Robredo also calls for unity, promises to empower the poor

Due to Duterte’s request of having a separate inauguration from his vice president, Robredo’s camp also held a simple inauguration event at the Quezon City Reception House which will be the official workplace of the Office of the Vice President.

Like her main boss, Robredo also promised change and unity but what might differentiate her style of leadership compared to Duterte is her pledge to combat poverty by empowering the smallest unit of the community which is the barangay through various forms of assistance and programs.

Although Robredo isn’t keen to run for presidency come 2022, political analysts are seeing that Robredo’s programs are on the right track. Her strong relationship with the members of the grassroots sector plus her proposed programs will allow her to wield a strong influence that will creep into the smallest and farthest communities, an essential ingredient that is needed to mount a successful bid to the presidency.

The two leaders are set to meet anytime soon. It was reported that Duterte and Robredo were supposed to have a meeting prior to their inauguration but was cancelled due to a scheduled trip of the vice president to Japan.

Regardless on whether Duterte will offer a cabinet post for Robredo, the latter assured the public that her office will be open to everyone and even promised to bring it closer to the communities by visiting the poorest and farthest communities during her 100 days which is seen to be the counterpart of Duterte’s promise to eradicate drugs and criminality in the next three to six months.

Garnering 16.6 million votes in the May elections, Duterte is the country’s first President from Mindanao.

His four children, Davao City Mayor Sara Duterte-Carpio, Davao City Vice Mayor Paolo, Sebastian and Veronica, joined Duterte as he signed his oath of office.

Duterte, in his inaugural speech, acknowledged that some groups don’t approve of his methods to end criminality. Despite this, Duterte, who is known for his uncompromising campaign against drugs and criminality, assured the public that he would abide the law.

“I know the limits of the power and authority of the president. I know what is legal and what is not. My adherence to due process and the rule of law is uncompromising,” Duterte stressed.

The maverick politician also stressed that change, which was theme of his election campaign, must start in us.

"Change must start with us and in us... We have become our own worst enemies, and we must have the courage and the will to change ourselves,” Duterte said.

In his speech, Duterte also urged all department secretaries and agency heads to reduce requirements and processing time of all applications from submission to the release.

“I order all department secretaries and heads of agencies to refrain from changing and bending the rules government contracts, transactions and projects already approved and awaiting implementation. Changing the rules when the game is on-going is wrong,” Duterte added.

In terms of international front and community of nations, Duterte said the country will honor treaties and international obligations. Meanwhile, for the domestic front, Duterte is committed to implement all signed peace agreements.

According to Duterte, he was elected to presidency to serve the entire country and not the interest of any person, group or class.

"I serve everyone and not only one...I have no friends to serve. I have no enemies to harm," Duterte said.

Duterte ended his speech encouraging everyone to join him in his crusade for a better country.

"My body may not be perfect but that will not stop me from being confident with myself," says Mendiola to her social media bashers.

The FHM Sexiest 2016 poll was conducted from April 1 to June 15.

Mendiola is set to dominate the runway in the annual victory party on July 26.

The speech of the 16th president of the Philippines lasted for about 15 minutes mainly on English language and partly on Filipino and Bisaya.

Duterte thanked former President Fidel Ramos for his help in "making him president."

Duterte emphasized that he was elected to serve his countrymen and not for the interest of any group.

"I have no friends to serve. I have no enemies to harm," he said.

Duterte also asked to help him for a "better and brighter tomorrow" and ordered the government agencies to reduce time the processing of documents.

" I order all department secretaries and heads of agencies to remove redundant requirements and compliance with one department or agency, shall be accepted as sufficient for all," he said.

He even drew Abraham Lincoln expression of philosophy of governance.

“You cannot strengthen the weak by weakening the strong; You cannot help the poor by discouraging the rich; You cannot help the wage earner by pulling down the wage payer; You cannot further the brotherhood by inciting class hatred among men.”

As he stepped in into office on Thursday, he said "I am ready to start my role for the nation."

"President Fidel Ramos, sir, salamat po sa tulong mo making me President; President Joseph Ejercito Estrada; Senate President Franklin Drilon and the members of the Senate; Speaker Feliciano Belmonte and the members of the House of Representatives; Chief Justice Maria Lourdes Sereno and Associate Justices of the Supreme Court; His Excellency Guiseppe Pinto and the members of the Diplomatic Corps; incoming members of the Cabinet; fellow workers in government; my fellow countrymen.

No leader, however strong, can succeed at anything of national importance or significance unless he has the support and cooperation of the people he is tasked to lead and sworn to serve.

It is the people from whom democratic governments draw strength and this administration is no exception. That is why we have to listen to the murmurings of the people, feel their pulse, supply their needs and fortify their faith and trust in us whom they elected to public office.

There are many amongst us who advance the assessment that the problems that bedevil our country today which need to be addressed with urgency, are corruption, both in the high and low echelons of government, criminality in the streets, and the rampant sale of illegal drugs in all strata of Philippine society and the breakdown of law and order. True, but not absolutely so. For I see these ills as mere symptoms of a virulent social disease that creeps and cuts into the moral fiber of Philippine society. I sense a problem deeper and more serious than any of those mentioned or all of them put together. But of course, it is not to say that we will ignore them because they have to be stopped by all means that the law allows.

Erosion of faith and trust in government – that is the real problem that confronts us. Resulting therefrom, I see the erosion of the people’s trust in our country’s leaders; the erosion of faith in our judicial system; the erosion of confidence in the capacity of our public servants to make the people’s lives better, safer and healthier.

Indeed ours is a problem that dampens the human spirit. But all is not lost.

I know that there are those who do not approve of my methods of fighting criminality, the sale and use of illegal drugs and corruption. They say that my methods are unorthodox and verge on the illegal. In response let me say this:

I have seen how corruption bled the government of funds, which were allocated for the use in uplifting the poor from the mire that they are in.

I have seen how illegal drugs destroyed individuals and ruined family relationships.

I have seen how criminality, by means all foul, snatched from the innocent and the unsuspecting, the years and years of accumulated savings. Years of toil and then, suddenly, they are back to where they started.

Look at this from that perspective and tell me that I am wrong.

In this fight, I ask Congress and the Commission on Human Rights and all others who are similarly situated to allow us a level of governance that is consistent to our mandate. The fight will be relentless and it will be sustained.

As a lawyer and a former prosecutor, I know the limits of the power and authority of the president. I know what is legal and what is not.

My adherence to due process and the rule of law is uncompromising.

You mind your work and I will mind mine.

“Malasakit;” “Tunay na Pagbabago; Tinud-anay (real) nga Kausaban (change)” [applause] – these are words which catapulted me to the presidency. These slogans were conceptualized not for the sole purpose of securing the votes of the electorate. “Tinud-anay nga kabag-uhan (real change). Mao kana ang tumong sa atong pang-gobyerno (this is the direction of our government).”

Far from that. These were battle cries articulated by me in behalf of the people hungry for genuine and meaningful change. But the change, if it is to be permanent and significant, must start with us and in us.

To borrow the language of F. Sionil Jose, we have become our own worst enemies. And we must have the courage and the will to change ourselves.

Love of country, subordination of personal interests to the common good, concern and care for the helpless and the impoverished – these are among the lost and faded values that we seek to recover and revitalize as we commence our journey towards a better Philippines. The ride will be rough. But come and join me just the same. Together, shoulder to shoulder, let us take the first wobbly steps in this quest.

There are two quotations from revered figures that shall serve as the foundation upon which this administration shall be built.

“The test of government is not whether we add more to the abundance of those who have much; it is whether we provide for those who have little.” - Franklin Delano Roosevelt

And from (Abraham) Lincoln I draw this expression:

“You cannot strengthen the weak by weakening the strong; You cannot help the poor by discouraging the rich; You cannot help the wage earner by pulling down the wage payer; You cannot further the brotherhood by inciting class hatred among men.”

My economic and financial, political policies are contained in those quotations, though couched in general terms. Read between the lines. I need not go into specifics now. They shall be supplied to you in due time.
However, there are certain policies and specifics of which cannot wait for tomorrow to be announced.

Therefore, I direct all department secretaries and the heads of agencies to reduce requirements and the processing time of all applications, [applause] from the submission to the release. I order all department secretaries and heads of agencies to remove redundant requirements and compliance with one department or agency, shall be accepted as sufficient for all.

I order all department secretaries and heads of agencies to refrain from changing and bending the rules government contracts, transactions and projects already approved and awaiting implementation. [applause] Changing the rules when the game is on-going is wrong.

I abhor secrecy and instead advocate transparency in all government contracts, projects and business transactions from submission of proposals to negotiation to perfection and finally, to consummation.
Do them and we will work together. [applause] Do not do them, we will part sooner than later.

On the international front and community of nations, let me reiterate that the Republic of the Philippines will honor treaties and international obligations.

On the domestic front, my administration is committed to implement all signed peace agreements in step with constitutional and legal reforms.

I am elated by the expression of unity among our Moro brothers and leaders, and the response of everyone else to my call for peace.

I look forward to the participation of all other stakeholders, particularly our indigenous peoples, to ensure inclusivity in the peace process.

Let me remind in the end of this talk, that I was elected to the presidency to serve the entire country. I was not elected to serve the interests of any one person or any group or any one class. I serve every one and not only one.

That is why I have adapted as an article of faith, the following lines written by someone whose name I could no longer recall. He said:

“I have no friends to serve, I have no enemies to harm.”

Prescinding therefrom, I now ask everyone, and I mean everyone, to join me as we embark on this crusade for a better and brighter tomorrow.

But before I end, let me express the nations, on behalf of the people, our condolences to the Republic of Turkey of what has happened in the place. We offer our deepest condolences.

Why am I here? Hindi kasali ito diyan. [laughs] The past tense was, I am here because I love my country and I love the people of the Philippines. I am here, why? Because I am ready to start my work for the nation.

Leni Robredo assumes office, vows to continue ‘tsinelas’ leadership



MANILA, Philippines - On Thursday morning, June 30, Leni Robredo was sworn into office as the country’s 14th vice president in a separate inauguration ceremony from President-elect Rodrigo Duterte.

Despite election protest filed by tough rival Senator Ferdinand “Bongbong” Marcos Jr., Barangay Punta Tarawal, Calabanga captain Ronaldo Coner administered Robredo’s oath at the Quezon City Reception House. Robredo’s youngest daughter, Jilian, held the bible.

In a speech she delivered after taking her oath of office, Robredo vowed to continue her “tsinelas” brand of leadership and claimed that she and Duterte share a common goal of seeking true progress that includes the marginalized.

“Ang mga pangarap ng ating Pangulo at ating mga plano para sa bansa ay nagkakatugma patungo sa iisang hangarin: ang mabigyan ng tunay na kaunlaran ang ating mga kababayan, lalo na ang mga napag-iiwanan,” Robredo said.

Robredo appealed for unity saying that progress can only be attained if the Philippines stands united. Moreover, she urged people to act for the good of the majority and not for the personal gain.

“Ang tanging paraan para matupad ang hangaring ito para sa ating bansa ay ang sama-samang pagkilos. Naniniwala ako na sa panahong tila may mga matitinding hidwaan na nangyayari sa mundong kinagagalawan natin, ang hamon sa atin ay magsama-sama, paigtingin ang ating pagkakaisa, at gawing lakas, hindi hadlang, ang ating pagkakaiba.”

During her first 100 days in the office, the new vice president promises to address the needs of people in far-flung provinces and continue her tsinelas leadership.

“Sa unang isandaang araw, plano nating magtungo sa malalayo at maliliit na barangay sa bansa, upang alamin ang mga bagay na nais niyong matugunan,” Robredo revealed.

Following her husband Jesse Robredo’s untimely death due to plane crash in August 2012, private lawyer Robredo, first caught the eye of the public. Although initially reluctant, Robredo ran and won as congresswoman of the first district of Camarines Sur and toppled the almost 40-year regime of the Villafuerte clan.

After receiving support from the Liberal Party allies and supporters, Robredo eventually agreed to run for vice president in the 2016 National Elections.

On eve of the ceremony, Duterte arrived at the Villamor Airbase with his partner Honeylet Avanceña, their 12-year-old daughter Veronica “Kitty” Duterte, and incoming special assistant to the President Christopher “Bong” Go.

The inaugural rites will will start before 10:30 a.m. and will end before 4 p.m. Duterte is expected to arrive at the Palace at 10:30 a.m. Outgoing president Benigno Aquino III will welcome the new leader.

During the royal celebration, Doug gave his firstborn a one-of-a-kind birthday gift she’ll treasure for the rest of her life. Kendra received a promise ring from her 32-year-old father.

So why did Doug decide to give his 7-year-old daughter a promise ring?

In a lengthy post on the Facebook page of Team Kramer, Doug spilled the details.

“Baby, it is an outward symbol of a promise between people, just like papa and mama's ring to symbolize our love and marriage. For this, it's a promise between you and me Kendra. Pls remember to stay obedient, to love God, and to never easily give away your love to just anyone. Remember how your family loves you. But most especially remember how I treat you, the time I give you, how I respect you as a lady, how I encourage to build your relationship with God, and how much I unconditionally love you. You deserve nothing but the best. Happy birthday Kendra!” Doug wrote.

Moments after giving Kendra his precious gift, Doug found himself crying on stage as his little princess removed her tiara and put it on his head.

“Dear daddy, I may find a prince someday, but you will always be my King,” Kendra told Doug.

This is contrary to the previous administration's inauguration when President Gloria Macapagal – Arroyo signed a proclamation to declare a special non-working holiday on June 30, 2010 for President Benigno Aquino III's official entry to the Palace.

Duterte will replace Aquino at 12:00 noon this Thursday. The outgoing president will then straight to his home at Times Street in Quezon City.

Mystery surrounds death of 22-year-old call center agent found in a building



MANILA, Philippines - After going missing for three days, the lifeless body of Lorenzo Peña, a 22-year-old call center agent and mountain climber, was found at a building located in Hernandez Street, San Lorenzo Village in Makati on Monday, June 27 at around 3 p.m.

Based on the investigation of Makati Philippine National Police (PNP), Peña was seen entering the building on Friday, June 24 at around 9:30 pm. Regine Dioleste, the daughter of the caretaker of the building, claimed Peña trespassed in the said building.

This prompted Percival Diolete, the building’s caretaker, to seek the help of barangay officials to find Peña inside the building. Although Peña wasn’t found that night, his ID was discovered inside the stock room of the building.

Through the ID, Diolete was able to contact Peña’s father Arthur to inform him that his son had trespassed in the building but had immediately gone missing.

On Monday, Arthur with help of security guards from San Lorenzo Village searched for Peña inside the building. They found Peña’s body floating on flooded water about 5-feet deep at the 5th level basement of the building. It was reported that Peña’s body was in the stage of decomposition beyond recognition.

Arthur positively identified his son through his clothes and personal belongings such as his 2 cellphones, wallet, money, several IDs and fan knife.
On Tuesday, June 28, Peña’s sister Alex revealed on Facebook that her brother’s body has been found.

“His body is currently being autopsied as of tonight. Please watch out for further details with my brother's wake,” Alex wrote.

A certain Ralph Cayari Marquez posted Peña’s Facebook conversation with Dream Adventure, a climb organizer. According to Marquez, Peña wasn’t able to join the climb organized by Dream Adventure on June 24, the day he was last seen.

From July 11 to July 13, 2016, registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be done on-line. Please go to www.prc.gov.ph and follow instructions for initial registration. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, 2 pieces passport size picture (colored with white background and complete name tag) and 2 sets of documentary stamps. Successful examinees should personally register and sign in the Roster of Registered Professionals.

The date and venue for the mass oathtaking of the successful examinees in the said licensure examination WILL BE ANNOUNCED LATER, PRC said.
The two-day exam covered the following subjects: history and theory of architecture, principle of planning and architecture practice, utilities systems, structural conceptualization, building materials and construction (Day 1) and architectural design and site planning (Day 2).

PREVIOUS UPDATES

According to PRC, the target release date of Architect board exam is on Friday, July 1, 2016 or in 5 working days after the tests.

In the same period last year, results were released in 5 working days after the last day of exam. A total of 1,201 out of 1,964 successfully hurdled the licensure exam.

In January this year, results were also out online after 5 working days. PRC named 866 out of 1,556 who have passed ALE.
