CELE RESULTS — The full results of November 2025 Civil Engineer Licensure Exam (CELE), including the list of passers, topnotchers (top 10), top performing school and performance of schools, are released by the Professional Regulation Commission (PRC) on Friday, November 28, 2025, five (5) working days after the last day of exam.
As announced, 4,268 out of 14,043 (30.39%) passed the November 2025 CELE, the second-lowest in the past decade.
For comparison, the April 2025 CELE posted an even lower passing rate at 29.21% — the lowest in recent memory. In contrast, most previous years saw passing rates ranging from 33% to 50%.
The University of the Philippines (UP) – Diliman emerged as the lone top-performing school, achieving an impressive 95.18% passing rate (79 out of 83 passed).
Leading the examinees is Jonathan Conrad Go Yu of the University of San Carlos (USC), who secured the top spot with a score of 91.75%.
Close behind is Jan Patrick Doria Barboco from the University of Pangasinan, who ranked second with 91.65%.
The Commission conducted the second regular CELE this year on November 22 and 23, 2025 in the cities of Manila, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Palawan, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Ilocos Sur.
The examination was originally scheduled for September 27 and 28, 2025, but was moved to a later date due to Severe Tropical Storm “Opong."

Release of Results
Update as of November 28, 2025, 11:00 PM: The PRC Rating Division told The Summit Express that the Board is still ongoing. “Pahintay na lang ng posting. Still ongoing. No estimated time of release of CELE results.”
Update as of November 28, 2025 at 1:00 PM: The PRC has confirmed that the CELE results will be released today.
In an official message, the PRC stated: “Get ready and stay tuned as the November 2025 Civil Engineers Licensure Examination results will be released in a few hours! Future Registered Civil Engineers, you got this!”
According to PRC Resolution No. 2099 series of 2025, the November 2025 Civil Engineer Licensure Exam (CELE) results will be released on Friday, November 28, 2025, within five (5) working days after the exams.
To quote, PRC stated: "RESOLVED FINALLY, that the target release date of examination results for the Civil Engineers Licensure Examination shall be on November 28, 2025."
Note that results may be released ahead of the target or on later date without prior notice.
Registration and Oathtaking
PRC said that registration for the issuance of Professional Identification Card (ID) and Certificate of Registration for the new civil engineers (RCEs) will be done on-line. Please go to www.prc.gov.ph and follow instructions for initial registration.
Date of Registration: Starting December 26, 2025
Those who will register are required to bring the following:
- downloaded duly accomplished Oath Form or Panunumpa ng Propesyonal
- notice of admission (for identification only)
- 2 pieces passport sized pictures (colored with white background and complete name tag)
- 2 sets of documentary stamps
- 1 piece short brown envelope
Successful examinees should personally register and sign in the Roster of Registered Professionals.
The date of the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER.
Verification of Rating
The Civil Engineering board exam's verification of ratings (passers, non-passers and removal) can be done online.
Visit PRC's "Verification of Rating" service and provide the required information to verify your identity. Note that this will be available in few working days after the release of results.
Coverage of Examinations
Civil Engineer board exams cover the following major subjects: mathematics, surveying and transportation engineering (35%), hydraulics and geotechnical engineering (30%) and structural engineering and construction (35%).
Previous Examinations
The April 2025 Civil Engineers Licensure Examination (CELE) results were released after four (4) working days, with 4,940 passers out of 16,913 examinees. Carlos Miguel Fabon Mariano of Pamantasan ng Lungsod ng Maynila topped the board with an impressive 93.00%.
For the November–December 2024 CELE, the PRC issued the results in just three (3) working days. A total of 6,835 out of 18,436 examinees passed, led by Francis Charles Pepito Lauta from the University of Cebu, who earned the highest rating of 93.25%.
The April 2024 Civil Engineer board exam results were released after four (4) working days, with 6,680 passers out of 17,010 examinees. De La Salle University–Manila’s Ryan Sylvester Sy Chan and Cedric Jerome Carlos Donguines shared the top spot, both scoring 94.30%.
