MANILA, Philippines – The Professional Regulation Commission (PRC) will announce on Friday, November 28, 2025, the results of November 2025 Civil Engineering (CE) board exam, including the top performing schools and performance of schools.

PRC administered the second CELE this year on November 22 and 23, 2025 in the cities of Manila, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Palawan, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Ilocos Sur.

The examination was originally scheduled for September 27 and 28, 2025, but was moved to a later date due to Severe Tropical Storm “Opong."

Previous Examinations

For the April 2025 Civil Engineers Licensure Examination (CELE), the University of the Philippines (UP)–Diliman emerged as the top-performing school with a 98.21% passing rate (55 out of 56). The University of Southeastern Philippines–Davao City followed with 83.87% (52 out of 62).

In the November–December 2024 CELE, UP–Diliman once again led the top-performing schools, posting a 93.18% passing rate (82 out of 88). Carlos C. Hilado Memorial State University–Talisay placed second with 91.38% (53 out of 58).

During the April 2024 Civil Engineer board exams, De La Salle University (DLSU)–Manila stood out as the lone top-performing school, achieving a 90.32% passing rate (84 out of 93).

For the November 2023 cycle, UP–Diliman dominated with a 98.55% passing rate (68 out of 69), while UP–Los Baños secured second place with 96.55% (56 out of 58).

In the April 2023 Civil Engineer board exams, DLSU–Manila led with an 88.99% passing rate (97 out of 109), followed by Pamantasan ng Lungsod ng Maynila (PLM) with 81.52% (75 out of 92).

Initial Registration Details

Online registration for new passers/successful examinees for license issuance will be conducted on the specified date by the PRC.

Initial registrants are advised to register via the official website of PRC and follow instructions for initial registration. Here are the requirements:

  • downloaded duly accomplished Oath Form or Panunumpa ng Propesyonal
  • notice of admission (for identification only)
  • 2 pieces passport sized pictures (colored with white background and complete name tag)
  • 2 sets of documentary stamps
  • 1 piece short brown envelope

Verification of Ratings

All examinees of the November 2025 Civil Engineers Licensure Exam (CELE), successful and unsuccessful, may verify their ratings online in few working days after the posting of results.

Refer to PRC Official Website to check your board exam ratings or score.

The examinee is required to provide only the exam name, examination date, application number, first name, last name, and date of birth.

Details of the Oathtaking

The PRC will announce oathtaking schedules in few days after the release of exam results, and those attending in person must register by noon the day before via https://online.prc.gov.ph.

Inductees must print and bring their personalized Oath Form with a QR code for attendance tagging; those unable to attend in person can opt for an online or special oathtaking.

Following the ceremony, inductees must schedule their Initial Registration online through the same portal.

Coverage of Examination

The November 2025 Civil Engineers Licensure Exam (CELE) covered the following subjects: mathematics, surveying and transportation engineering (35%), hydraulics and geotechnical engineering (30%) and structural engineering and construction (35%).
