MANILA, Philippines – The full list of topnotchers or top 10 passers in the November 2025 Civil Engineer Licensure Exam (CELE) is available here as released on or before November 28, 2025 (Friday), within five (5) working days after the last day of exam.

The Professional Regulation Commission (PRC) administered the second CELE this year on November 22 and 23, 2025 in the cities of Manila, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Palawan, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Ilocos Sur.

The examination was originally scheduled for September 27 and 28, 2025, but was moved to a later date due to Severe Tropical Storm “Opong."

Previous Examinations

During the April 2025 Civil Engineers Licensure Examination (CELE), Carlos Miguel Fabon Mariano of Pamantasan ng Lungsod ng Maynila (PLM) secured the top spot with a rating of 93.00%, followed by Nur Hameen Cabugatan Interino of Mindanao State University–Iligan Institute of Technology (MSU-IIT) with 92.60%.

For the November–December 2024 CELE, the highest honors went to Francis Charles Pepito Lauta from the University of Cebu, who scored 93.25%. Just behind him was Josh Andrew Medina Martija from the University of the Philippines (UP)–Diliman with 92.50%.

In the April 2024 CELE, De La Salle University (DLSU)–Manila students Ryan Sylvester Sy Chan and Cedric Jerome Carlos Donguines shared the top rank with identical scores of 94.30%. Taking second place was John Carlo Tamayo Furiscal of Mapúa University–Manila with a rating of 93.95%.

The November 2023 Civil Engineer board exams were led by Godfrey Queron Correa from Palawan State University–Puerto Princesa, who topped the list with 93.60%. Angelo Amoc Ramos of Technological University of the Philippines (TUP)–Taguig followed in second place with 91.95%.

Initial Registration Details

Online registration for new passers/successful examinees for license issuance will be conducted on the specified date by the PRC.

Initial registrants are advised to register via the official website of PRC and follow instructions for initial registration. Here are the requirements:

  • downloaded duly accomplished Oath Form or Panunumpa ng Propesyonal
  • notice of admission (for identification only)
  • 2 pieces passport sized pictures (colored with white background and complete name tag)
  • 2 sets of documentary stamps
  • 1 piece short brown envelope

Verification of Ratings

All examinees of the November 2025 Civil Engineers Licensure Exam (CELE), successful and unsuccessful, may verify their ratings online in few working days after the posting of results.

Refer to PRC Official Website to check your board exam ratings or score.

The examinee is required to provide only the exam name, examination date, application number, first name, last name, and date of birth.

Details of the Oathtaking

The PRC will announce oathtaking schedules in few days after the release of exam results, and those attending in person must register by noon the day before via https://online.prc.gov.ph.

Inductees must print and bring their personalized Oath Form with a QR code for attendance tagging; those unable to attend in person can opt for an online or special oathtaking.

Following the ceremony, inductees must schedule their Initial Registration online through the same portal.

The November 2025 Civil Engineers Licensure Exam (CELE) covered the following subjects: mathematics, surveying and transportation engineering (35%), hydraulics and geotechnical engineering (30%) and structural engineering and construction (35%).
