SK Officials now entitled to civil service eligibility

MANILA, Philippines – Elected and appointed Sangguniang Kabataan Officials (SKOs) in good standing are now entitled to civil service eligibility, provided they have completed a full three-year term of office or its equivalent.

This is pursuant to Civil Service Commission (CSC) Resolution No. 2500752, or the Rules Governing the Grant of Eligibility to SKOs, promulgated on July 24, 2025. Under the resolution, the Sangguniang Kabataan Official Eligibility (SKOE) shall be deemed appropriate for first-level positions in the career service, except those covered by board laws or requiring other special eligibilities.

“This privilege, granted exclusively to duly elected and appointed SKOs, recognizes the vital role of the youth in nation-building and affirms their contributions to public service,” said CSC Chairperson Atty. Marilyn B. Yap. “Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people.”

Coverage of the Eligibility

The SKOE covers SKOs who were in office upon the effectivity of Republic Act No. 11768, also known as the Sangguniang Kabataan Reform Act of 2015, which took effect on June 1, 2022. SK officials who served a full term from 2018 to 2022 are likewise entitled to the eligibility.

The coverage includes both elective and appointive SK officials:

  • Elective SK members chosen by the Katipunan ng Kabataan (KK)
  • Appointive SK secretaries and treasurers designated by the SK chairperson from among KK members, with concurrence of the majority of SK officials

However, the CSC clarified that SK chairpersons fall under the Barangay Official Eligibility (BOE), not the SKOE, in accordance with Batas Pambansa Blg. 337 as repealed by Republic Act No. 7160 or the Local Government Code of 1991.

To qualify, SK officials must also not be related within the second civil degree of consanguinity or affinity to any incumbent elected regional, provincial, city, municipal, or barangay official in the locality where they were elected or appointed.

Application Process

Qualified SK officials may begin applying for the SKOE starting October 5, 2025, the effectivity date of CSC Resolution No. 2500752. Applications must be filed with the CSC Regional Office (RO) that has jurisdiction over the barangay where the applicant rendered service.

Applicants may also file through any CSC RO or Field Office near their place of residence or work, which will serve as a receiving office and releasing point for approved SKOE certificates.

The CSC reminded applicants that any SKOE issued in violation of laws, rules, and regulations, or to unqualified individuals, may be recalled or invalidated.

CSC clarifies

CSC on October 7 clarified that the grant of SKOE is not a prerogative of the CSC outright, but as part of the implementation of the provision of Republic Act (RA) No. 11768, otherwise known as “An Act Strengthening the Sangguniang Kabataan.”

"Thus, those qualified for the grant of SKOE are SK officials in good standing, whether elected or appointed, who were in office upon the effectivity of RA No. 11768 and those who have completed a full three-year term of office or its equivalent," the agency added.
