    COVID-19: Guidelines on travel restrictions, community quarantine

    MANILA, Philippines – Malacañang Palace released a memorandum today on stringent social distancing measures and further guidelines for the management of coronavirus disease (COVID-19) situation, including travel restrictions and implementation of "community quarantine."

    On March 12, President Rodrigo Duterte approved the recommendation to raise Code Alert System for the COVID-19 in the country to Code Red Sublevel 2, following the sharp increase in the number of confirmed cases in the country.

    Pursuant to the joint resolutions of the Task Force, the following guidelines on social distancing measures in the National Capital Region (NCR) for thirty (30) days shall be implemented:

    Duration: 00:00 a.m. of March 15, 2020 until 00:00 a.m. of April 14, 2020

    Suspension of classes and school activities: Shall continue to be suspended until April 14. The Department of Education (DepEd), Commission on Higher Education (CHED) and Technical Education and Skills Development Authority (TESDA) shall ensure all SUCs, schools, universities and other institutions provide adequate arrangements to allow students to continue fulfilling requirements. The Department of Interior and Local Government (DILG) will ensure that students remain in their homes during the class suspension.

    Mass gatherings shall be prohibited: It could restrain the planning and response resources of the city or municipality.

    Community Quarantine over NCR: LGUs shall abide by the directives of the DOH and DILG to impose general and enhanced community quarantine in their respective jurisdictions.

    a. General Community Quarantine - where movement of the people shall be limited to accessing basic necessities and work; and uniformed personnel and quarantine officers shall be present at the border points

    b. Enhanced Community Quarantine - where strict home quarantine shall be implemented in all households; transportation shall be suspended; provision of food and essential health services shall be regulated; and heightened presence of uniformed personnel to enforce quarantine procedures will be implemented.

    Travel restrictions under general community quarantine:

    Restriction to non-essential entry of people to the contained area, especially those who are high risk of being infected (sixty (60) years old and above, immunocompromised or with co-morbidities and pregnant women).

    Exemptions:
    • health workers
    • authorized government officials
    • travelling for humanitarian reasons
    • transiting to airport for travel abroad
    • persons providing basic services and public utilities
    • essential skeletal workforce

    Restriction to non-essential exit of people to the contained area, except the following:
    • health workers
    • authorized government officials
    • travelling for humanitarian reasons
    • those who were granted entry based on above-mentioned provisions

    NOTE: All persons leaving the contained area must be checked for signs and symptoms of COVID-19 at the checkpoints.

    Other requirements for exiting person:
    • appropriate certification issued by the competent health authorities (DOH or City/Municipal Health Office)
    • health authority endorses exiting person to recipient LGU
    • exiting person must undertake 14-day home-based quarantine
    • LGUs are required to monitor implementation of the home based quarantine

    Alternative working arrangement: This includes but not limited to work from home (WFH), compressed work week, staggered working hours and creation of skeletal workforce are encouraged.

    As of Friday, DOH recorded 64 total confirmed cases and 5 deaths due to COVID-19.
