MANILA, Philippines – Malacañang has ordered the implementation of work-from-home arrangements in government offices and alternative learning modes in schools in the National Capital Region (NCR) and 15 provinces on August 10, 2026, amid continued heavy rainfall caused by the Southwest Monsoon.
The directive was issued through Memorandum Circular No. 123, signed on August 9, in anticipation of the continued effects of the southwest monsoon.
The covered areas are the National Capital Region, Ilocos Sur, La Union, Zambales, Bataan, Rizal, Cavite, Batangas, Occidental Mindoro, Benguet, Pangasinan, Abra, Tarlac, Pampanga, Oriental Mindoro, and Bulacan.

Habagat to bring heavy rains, flooding and landslides in Luzon, Visayas
The Southwest Monsoon or habagat will continue to affect Luzon and Visayas, bringing potentially heavy rainfall and possible flooding and landslides in several areas on Sunday, August 9, 2026.
Ilocos Sur and Benguet are forecast to receive more than 200 millimeters (red) of rain, where widespread severe flooding and landslides are expected.
Rainfall of 100 to 200 mm (orange) is possible in La Union, Abra, Zambales, Bataan, Metro Manila, Rizal, Cavite, Batangas, and Occidental Mindoro. Numerous flooding events and landslides are likely, particularly in vulnerable areas.
Meanwhile, 50 to 100 mm (yellow) of rain may affect several areas, including Ilocos Norte, Pangasinan, parts of Cordillera and Central Luzon, Laguna, Mindoro, and Antique. Localized flooding and landslides in highly susceptible areas are possible.
The public is advised to remain alert and monitor updates from authorities.
Automatic Class Suspensions
The Department of Education (DepEd) has issued new guidelines under DepEd Order No. 14, s. 2026, empowering school heads to coordinate with Schools Division Superintendents and Local Government Units in determining CLASS SUSPENSIONS based on actual conditions in their communities.
The new policy allows for granular class suspensions, ensuring that only affected classrooms or grade levels are suspended when necessary, instead of imposing division-wide cancellations. The measure also provides guidance on selecting appropriate learning delivery modes before, during and after emergencies to help maintain continuity of education.
