MANILA, Philippines – Malacañang has ordered the implementation of work-from-home arrangements in government offices and alternative learning modes in schools in the National Capital Region (NCR) and 15 provinces on August 10, 2026, amid continued heavy rainfall caused by the Southwest Monsoon.
The directive was issued through Memorandum Circular No. 123, signed on August 9, in anticipation of the continued effects of the southwest monsoon.
The covered areas are the National Capital Region, Ilocos Sur, La Union, Zambales, Bataan, Rizal, Cavite, Batangas, Occidental Mindoro, Benguet, Pangasinan, Abra, Tarlac, Pampanga, Oriental Mindoro, and Bulacan.
Under the circular, work-from-home arrangements shall be implemented in government offices in these areas on Monday, August 10.
Alternative learning modes shall likewise be implemented for classes at all levels in public and private schools in the covered areas, unless otherwise directed by their respective local chief executives.

The measure comes as authorities anticipate continued heavy rainfall associated with the Southwest Monsoon, which has already affected several parts of Luzon.
Government agencies responsible for delivering basic and health services, disaster preparedness and response, and other vital services are exempt from the work-from-home arrangement and must continue their operations.
These agencies are directed to ensure the continued delivery of necessary services amid the prevailing weather conditions.
Meanwhile, the suspension of work or adoption of alternative work arrangements in private companies and offices remains at the discretion of their respective heads.
The memorandum also allows local chief executives to implement localized cancellation or suspension of classes and/or work in government offices in other areas, pursuant to existing laws, rules, and regulations.
The circular takes effect immediately.
