MANILA, Philippines – (Updated as of 8:55PM) Several local government units (LGUs) have announced the suspension of classes on Thursday, July 9, 2026, due to Super Typhoon Inday (Bavi).
This list will be updated as soon as local or national authorities make their advisories.
Central Luzon
- Aurora – all levels, public and private; until Friday, July 10
- Bulacan
- San Jose del Monte – no face-to-face classes, all levels, public and private; shift to Alternative Delivery Mode (ADM)
Mimaropa

- Culion – all levels, public and private; including school personnel
Visayas

- Barbaza – all levels, public and private; from afternoon of July 8 until July 10 (Friday)
- Negros Occidental
- Bago City – kindergarten to senior high school, public and private

- San Carlos City – no face-to-face classes, all levels for select barangays only: Rizal, Guadalupe, Punao, Palampas, Bagonbon, Nataban, Prosperidad, Buluangan, Codcod, Quezon, San Juan, and Ermita

Super Typhoon Inday weather forecast
According to PAGASA's 11:00 a.m. bulletin on Wednesday, July 8, Super Typhoon Inday slightly intensified as it moved northwestward over the Philippine Sea east of Northern Luzon.
As of 10:00 a.m., the center of the eye was estimated at 1,270 kilometers east of Northern Luzon. Inday packs maximum sustained winds of 195 km/h, gusts of up to 240 km/h, and a central pressure of 920 hPa.
PAGASA has placed the following areas under Tropical Cyclone Wind Signal (TCWS) No. 1, where winds of 39 to 61 km/h may be experienced within the next 36 hours:
- Batanes
- Cagayan, including the Babuyan Islands
- Apayao
- Kalinga
- Isabela
- Northern portion of Aurora (Dilasag, Casiguran)
- Northern and central portions of Catanduanes (Pandan, Caramoran, Bagamanoc, Panganiban, Viga, Gigmoto, Baras, and San Miguel)
- Northeastern portion of Quirino (Maddela)
- Eastern portion of Ifugao (Aguinaldo and Alfonso Lista)
- Ilocos Norte
- Eastern portion of Mountain Province (Natonin and Paracelis)
- Northern portion of Abra (Tineg, Lagayan, Danglas, San Juan, Lagangilang, Licuan-Baay, Malibcong, Lacub, Daguioman, Dolores, and La Paz)
PAGASA reminded the public that heavy rainfall and damaging winds may still occur even in areas outside the forecast track and forecast confidence cone.
Track and intensity outlook
Inday is forecast to move west-northwestward over the next 24 hours before turning northwestward while remaining over the Philippine Sea. It may make its closest approach to Extreme Northern Luzon on Friday, July 10, before heading toward the southern islands of Japan and the sea north of Taiwan.
The super typhoon is expected to exit the Philippine Area of Responsibility (PAR) by Saturday, July 11, and make landfall over the eastern coast of mainland China by Sunday, July 12.
PAGASA said Inday will likely maintain its super typhoon strength until Thursday, July 9, before weakening into a typhoon by Thursday evening. It is expected to remain a typhoon throughout the rest of the forecast period.
Automatic Class Suspensions
The Department of Education (DepEd) has issued new guidelines under DepEd Order No. 14, s. 2026, empowering school heads to coordinate with Schools Division Superintendents and Local Government Units in determining CLASS SUSPENSIONS based on actual conditions in their communities.
The new policy allows for granular class suspensions, ensuring that only affected classrooms or grade levels are suspended when necessary, instead of imposing division-wide cancellations. The measure also provides guidance on selecting appropriate learning delivery modes before, during and after emergencies to help maintain continuity of education.

- TCWS No. 4 or 5: Work, ALS, and in-person classes for all levels are automatically suspended.

- Orange Rainfall Warning: Work, ALS, and in-person classes for all levels are automatically suspended.
🔴 HINTO (Stop)
- Red Rainfall Warning: Work, ALS, and in-person classes for all levels are automatically suspended.
