MANILA, Philippines – (Updated as of 10:39PM) Several local government units (LGUs) have announced the suspension of classes on Friday, July 10, 2026, due to the anticipated effects of Typhoon Inday and the enhanced southwest monsoon or habagat.

Typhoon Inday weather forecast

According to PAGASA's 11:00 a.m. bulletin on Thursday, July 9, Typhoon Inday slightly weakened as it continued moving northwestward over the Philippine Sea.

As of 10:00 a.m., the center of the eye was estimated at 865 kilometers east of Northern Luzon. It packs maximum sustained winds of 165 km/h, gusts of up to 205 km/h, and a central pressure of 945 hPa.

Areas under TCWS No. 2

PAGASA has raised Tropical Cyclone Wind Signal (TCWS) No. 2 over the following area, where gale-force winds of 62 to 88 km/h may be experienced within the next 24 hours:

  • Batanes

Areas under TCWS No. 1

TCWS No. 1 remains in effect over the following areas, where winds of 39 to 61 km/h may be experienced within the next 36 hours:

  • Cagayan, including the Babuyan Islands
  • Isabela
  • northeastern portion of Quirino (Maddela)
  • Apayao
  • northern portion of Abra (Tineg, Lagayan, Danglas, San Juan, Lagangilang, Licuan-Baay, Malibcong, Lacub, Daguioman, Dolores, and La Paz)
  • Kalinga
  • eastern portion of Mountain Province (Natonin and Paracelis)
  • eastern portion of Ifugao (Aguinaldo and Alfonso Lista)
  • Ilocos Norte
  • northern portion of Aurora (Dilasag and Casiguran)
  • northern and central portions of Catanduanes (Pandan, Caramoran, Bagamanoc, Panganiban, Viga, Gigmoto, Baras, and San Miguel)

The enhanced Southwest Monsoon (Habagat) and the outer circulation of Inday will continue to bring strong to gale-force gusts over most parts of the country through Saturday, July 11, especially in coastal and upland areas.

PAGASA reminded the public that heavy rainfall and damaging winds may still occur even in areas outside the forecast track and forecast confidence cone.

Track and intensity outlook

Inday is forecast to continue moving northwestward over the Philippine Sea and may make its closest approach to Extreme Northern Luzon between Friday evening, July 10, and Saturday morning, July 11.

Afterward, the typhoon is expected to move toward the southern islands of Japan and may make landfall or pass close to northern Taiwan. It is forecast to exit the Philippine Area of Responsibility (PAR) by Saturday morning or afternoon, July 11, before making landfall over the eastern coast of mainland China by Saturday evening or early Sunday, July 12.

PAGASA said Inday is expected to remain a typhoon until it exits the PAR. It will gradually weaken into a severe tropical storm after moving farther inland over mainland China.

Automatic Class Suspensions

The Department of Education (DepEd) has issued new guidelines under DepEd Order No. 14, s. 2026, empowering school heads to coordinate with Schools Division Superintendents and Local Government Units in determining CLASS SUSPENSIONS based on actual conditions in their communities.

The new policy allows for granular class suspensions, ensuring that only affected classrooms or grade levels are suspended when necessary, instead of imposing division-wide cancellations. The measure also provides guidance on selecting appropriate learning delivery modes before, during and after emergencies to help maintain continuity of education.

🟢 HAYO (Continue)

  • No heavy rainfall, flooding, typhoon, or tropical cyclone.
  • Regular face-to-face classes continue as normal.

🟡 HINAY (Ease-in)

  • TCWS No. 1: Kindergarten classes are automatically suspended.
  • TCWS No. 2: Kindergarten to Grade 10 classes are automatically suspended.

🟠 HINGA (Check-in)

  • TCWS No. 3: Work, ALS, and in-person classes for all levels are automatically suspended.

🔴 HINTO (Stop)

  • TCWS No. 4 or 5: Work, ALS, and in-person classes for all levels are automatically suspended.

Heavy Rainfall Warning

🟢 HAYO (Continue)

  • No heavy rainfall, flooding, typhoon, or tropical cyclone.
  • Regular face-to-face classes continue as normal.

🟡 HINAY (Ease-in)

  • Yellow Rainfall Warning: Class suspensions per grade level are at the discretion of the Local Chief Executive (LCE) or other relevant national government agencies.

🟠 HINGA (Check-in)

  • Orange Rainfall Warning: Work, ALS, and in-person classes for all levels are automatically suspended.

🔴 HINTO (Stop)

  • Red Rainfall Warning: Work, ALS, and in-person classes for all levels are automatically suspended.
