MANILA, Philippines – Classes on Wednesday, July 23, 2025, have been cancelled in Metro Manila and dozens of provinces due to monsoon rains and flooding.

The suspension covered the following areas, based on announcement from the Department of the Interior and Local Government (DILG):

The Palace emphasized that agencies providing vital and health services must remain operational to ensure essential government functions continue despite the suspension of work.
It also stated that local governments may implement localized suspensions, while private companies can decide on work suspension at the discretion of their respective heads.

State weather bureau PAGASA is monitoring two low pressure areas (LPAs) currently inside the Philippine Area of Responsibility (PAR).
As of 2:00 a.m., one of the LPAs has developed a "high chance" of intensifying into a tropical depression within the next 24 hours. This weather disturbance was last located 1,140 km east of Central Luzon, based on all available data at 3:00 a.m.
Meanwhile, the second LPA, which has a medium probability of developing into a tropical depression within the same period, was estimated at 370 km east of Calayan, Cagayan.
Another LPA being monitored outside PAR has “medium” potential of developing into a tropical depression within the next 24 hours.
In addition to the three LPAs, the southwest monsoon (habagat) continues to affect parts of Luzon, bringing monsoon rains over Metro Manila, CALABARZON, Zambales, Bataan, Pampanga, Bulacan, and Occidental Mindoro.
Automatic Class Suspension
