MANILA, Philippines – The Metropolitan Manila Development Authority (MMDA) launched on Monday, June 16, 2025, its official “May Huli Ka” website to help motorists check for any violations issued under the No Contact Apprehension Policy (NCAP).

Accessible at mayhulika.mmda.gov.ph, the platform allows users to verify if they have been cited for traffic violations without the need for face-to-face inquiries.

Through this digital service, motorists can input their vehicle’s plate number or conduction sticker along with the Motor Vehicle (MV) File Number to check for any violations.

The website is compatible with various devices including smartphones, tablets, laptops, and desktop computers. After entering the required information, users can immediately find out if they have any violations under the NCAP.

In addition to providing violation details, the portal also outlines the steps for settlement, available payment options, and instructions for filing an appeal or contesting a citation.

How to Settle a Violation

Motorists with registered violations will receive a Notice of Violation (NOV) via email and through registered mail (PHLPost). Copies can also be requested through the website.

For those who need to settle fines, MMDA provides both physical and digital payment options. Fines can be paid in person at the MMDA Head Office or the Robinsons Galleria Satellite Office. Digital payments may be made through platforms such as Maya, GCash, Bayad App, iCash, and the Landbank LinkBizPortal.

If a motorist disputes a violation, they may file a contest within ten working days from receiving the notice. Complaints can be submitted either at the MMDA’s Traffic Adjudication Division (TAD) located on the 11th floor of the MMDA New Building, or through online channels.

What is NCAP?

The No Contact Apprehension Policy (NCAP) is a traffic enforcement system that uses CCTV, digital cameras, and other technologies to monitor and capture violations on major Metro Manila roads. It serves as a complement to physical traffic enforcers and is particularly effective in areas not routinely covered by personnel.

Motorists who refuse to receive the notice without a valid reason will still be considered as having been officially notified. MMDA personnel will leave a copy of the notice and submit an affidavit or service report to confirm the refusal.

Unsettled violations may result in the vehicle being tagged on the Land Transportation Office (LTO) Alarm List. This means the corresponding fines must be paid before the vehicle can be registered again.
