MANILA, Philippines – The Department of Education (DepEd) welcomed a new Civil Service Commission (CSC) rule allowing Junior and Senior High School (JHS and SHS) graduates to qualify for entry-level government jobs.

CSC Resolution No. 2500229 updates hiring rules to include high school graduates in first-level positions such as clerical, technical, skilled, and custodial roles. The reform supports President Ferdinand R. Marcos Jr.’s goal of giving more opportunities to the youth.
The change was made through DepEd’s partnership with CSC, CHED, TESDA, and EDCOM II.
“This is a huge step forward for our K–12 graduates, especially those from the Technical-Vocational-Livelihood (TVL) track,” said Education Secretary Sonny Angara. “They’ve been trained for work, but old rules kept them out of government jobs. This reform finally bridges that divide.”
Graduates must still meet other job requirements like training, experience, and eligibility. Hiring will follow merit-based standards. The new policy takes effect 15 days after being published in a major newspaper or the Official Gazette.
Angara said this proves the K–12 program creates real opportunities, and that a high school diploma can now be a starting point for a government career.
