Qualified college-level dependents of OFWs to receive P30,000 cash assistance

MANILA, Philippines – President Rodrigo Duterte confirmed that the government will dole out a one-time cash assistance to college-level children of Overseas Filipino Workers (OFWs).

The President confirmed on Monday that the government has allotted P1 billion to give a one-time P30,000 cash assistance to over 33,000 college-level students who are children of OFWs who were displaced, repatriated, deceased or affected due to the COVID-19 pandemic. He said the Tertiary Education Subsidy would be given to one college-level beneficiary of each qualified OFW.

“Ngayon, dito sa effect ng COVID sa pag-aaral ng ating mga anak, kailangan natin na tulungan lalo na, a Tertiary Education Subsidy for dependents of displaced non-returning repatriated or deceased OFWs due to COVID-19,” Duterte said during his televised address.

“Ang tulong po sa edukasyon sa mga anak niyo nito is a one-time grant of P30,000. The project will be allotted with the amount of P1 billion which will benefit about 33,000 students from OFW families,” he added.

To qualify, the beneficiary must be enrolled or intending to enroll in a state or local university or college or a CHED-recognized private institution for higher education in the school year 2020 to 2021.

Duterte said the college grant is a project initiated by CHED under the United Financial Assistance System for Tertiary Education (UniFast) in collaboration with the Department of Labor and Employment (DOLE). He said those who are interested in the cash assistance can get further details from CHED, DOLE and Overseas Workers Welfare Administration (OWWA).

According to an August report by the Department of Foreign Affairs (DFA), over 124,000 OFWs have been repatriated and went home as the COVID-19 sweeps the country.

Applications now open

Meanwhile, The Commission on Higher Education (CHED) announced last August 20 that application for the Tertiary Education Subsidy (TES) for SY 2020-2021 is now open.

This TES is not exclusive for affected OFWs and is open to qualified college-level students under the RA 10931 (Universal Access to Quality Tertiary Education Act) which was signed by President Rodrigo Duterte last August 3, 2017.

To apply for TES, here are the qualification:
  • Filipino citizen
  • Qualified for admission and retention requirements of Higher Education Institutions (HEIs) and does not exceed the Maximum Residency Policy
  • Enrolled in SUCs, CHED-recognized LUCs and programs of private schools under CHED Registry
  • Has not been expelled in any HEIs
  • Qualified for any future policy by the UniFAST BOARD

Those who qualify for CHED’s TES will receive the following benefits per academic year:
  • Students who enroll in SUCs and CHED-recognized LCUs will have their full tuition fee and school fees covered plus P40,000 for other education related expenses
  • Students who enroll in Private Higher Education Institutions will have P20,000 of their tuition fee covered and P40,000 for other education related expenses
