MANILA, Philippines – The Professional Regulation Commission (PRC) bared its plans and recommendations for the conduct of September 2020 board exams and remaining tests this year.

During the virtual hearing on Tuesday, July 14, Iligan City Rep. Frederick Siao asked Professional Regulation Commission (PRC) Chairman Teofilo Pilando Jr. to discuss concerns and challenges being faced by the agency in the administration of licensure exams amidst the COVID-19 pandemic.

Chairman of various PRC Boards also attended the virtual meeting to get their consensus: medicine, criminology, electrical engineering, accountancy, customs, guidance counselor, librarian, professional teacher, dentistry, medical technology, psychology and nursing.

"The status of examinations for 2020, those that have been postponed were exams for March to August," Chairman Pilando said.

Pilando cited there are nine examinations set for September 2020 and emphasized the following issues:
  • availability of the examination venues
  • exam personnel
  • ever changing dynamic changes in the situation as defined by IATF

Among the board exams set for September 2020 are the following: Forester, Registered Electrical Engineer (REE), Registered Master Electrician (RME), Librarian, Real Estate Appraiser, Qualifying Assessment for Foreign Medical Professionals, Physician, Respiratory Therapist, Professional Teachers (LET) and Agricultural & Biosystems Engineer.

“The Commission and the Boards made some recommendations, one of which would be prioritization of the small scale examinations for the remaining part of the year, meaning those that would involve 1,000 more or less examinees,” Pilando said.

PRC and the Boards are also looking for computer-based board exams.

The report also mentioned the issue of “under-boards” — meaning those who are not able to take exams because of the cancellations of the exams, according to Pilando.

“Various Professional Regulatory Boards have identified the talents and skills of these under-boards can be utilized while they are devising ways on how they can be credited for the work they are doing as under boards,” he said.

Aside from the small scale exams, the committee agreed to focus on health-related board exams such as the physician, Qualifying Assessment for Foreign Medical Professionals, medical technologist (medtech), respiratory therapist, nurses and midwives, among others as needed in the continuing battle against COVID-19.

"We will focus now on medical examination and other health-related licensure examinations," Rep. Siao said in response to logistical issues raised by Northern Samar Rep. Paul Daza.

DoH Assistant Secretary Kenneth Ronquillo, head of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Secretariat, said they projected that they will need 13,949 doctors and nurses “to meet our requirements for our COVID response.”

In the same hearing, Daza assured PRC that he will assist in the budget requirement for 2021.

House committee asks IATF

The PRC report will be tackled this week in the meeting with the IATF to decide whether to proceed or not on the scheduled board exams and to discuss further the health measures on board exams.

“I move that we request the IATF to include immediately in their agenda the PRC report on their plans on their various licensure board exams especially in light of the pandemic,” Daza said.

Ronquillo reiterates minimum health standards to proceed the examinations: adjusting the capacity of the venue, availability of handwashing section, physical distancing, regulation of flow for entrance and exit, regulation on exam break, cough etiquette, signages, visual reminders of wearing face mask and well-ventilated venue.

  2. Madami na din kami nasayang na panahon sa pag.aaral dadagdag patong year nato dahil sa pandemic sana kung di matuloy bigay nyo nlang license namin para makatulong nakami sa aming mga magulang.

  3. Sa tagal na ng pandemic dapat may ginagawa kayong paraan. Maraming mga takers ang nabasag ang morale at hindi na nila alam kung magtetake pa sila. Sobrang dami nang time and resources ang ginugol ng mga student. Wala ba kayong magagawang paraan?

  4. Sana po sa mga condi kung di man matuloy ang board exam ngayong taon ibigay nyo nlng ang license para makahanap na ng trabaho at makatulong na sa magulang...

  5. Sana po makapag-decide na po kaagad ang PRC if tuloy ang exam for the September-Nov 2020 examinees para if ever hindi po tuloy, maghahanap na muna pong ibang work for the mean time hanggang wala pang exam. Thanks po.

Sana maclarify na habang maaga pa kasi hindi lng health affected or as mentioned above pati yung travel expenses din po maging magulo din if ever 1 month before lng tapos mg.exam pala panu yung area ay malayu sa exam site din. Sana po everything will br reported as clear as possible po. Lahat ng boards September to December sana ang iupdate po.

  8. Under-boards na tawag sa amin. Sana mag release nalang ng statement na i-hire mga tulad namin na di nakapagtake ng boards dahil sa pandemic.

Ang dami ng nasayang na pag take namin dahil sa pandemic nato.. di namin alam if mag rereview pa ba kami o hindi sana magawan na po agad ng paraan ng PRC or sana iconsider na nila mga naka 74 na no matter what year pa sya as long as naka 74 mabigyan ng lisensya sobra nakaming nhihinayangan sa taon pero wala naman dapat sisihin consideration nalang from PRC please����

  11. Kung hindi po health related ang course, kahit yung mag magreretake nalang muna po prioritize at mga first time taker mag next year nalang. At sana po agad sabihin kase nahihirapan po ng sobra mga students lalo puro online review na hindi naman po effective. Sa ECE boards po sana po una niyo nalang po mag retakers at mga fresh grad nxt yr nalang po. At kahit po kase sabihing alam ang mga kailangang pag iingat iba parin po pag na exposed.   13. Sana po marelease na announcement kung tuloy pa po yung mga board exams until december para po makahanap na ng work or ibang mapagkakakitaan at para din po hindi na gumastos sa review center gamitin nalang po for daily neccessities.

  14. please release your decision as soon as possible since we students dont know if this review will be worth to do in this pandemic and gumagastos din po kami at the same time di nakakatulong sa family namin. we finished the course and yet we are studying again for unknown time dahil di makasiguro. para po sana makatulong na kami sa aming mga pamilya e sabihan niyo po sana agad.

  16. Maybe you can also prioritize those people who are scheduled to be taking the exam earlier this year. Let's say, May 2020 CE Board takers be prioritized in Nov 2020 board takers. Because there are people like me, who cannot afford to have his/her exam postponed twice. In this way, you will limit the takers.
