'Bagyong Tisoy' PAGASA weather update December 3, 2019

MANILA, Philippines – 'Bagyong Tisoy' (Kammuri) slightly weakened and now over Burias Island, state weather bureau PAGASA announced in its 5:00 a.m. bulletin on Tuesday, December 3, 2019.

The eyewall of Typhoon Tisoy is currently bringing violent winds and intense rainfall over Camarines Norte, Camarines Sur, Albay, and Masbate. This eyewall is forecast to affect Southern Quezon, Romblon and Marinduque in the next 3 hours.

At 4:00 a.m. today, the eye of Typhoon Tisoy was located based on all available data at in the vicinity of San Pascual, Masbate (Burias Island).

'Tisoy' has maximum sustained winds of up to 155 km/h near the center and gustiness of up to 235 km/h. It is moving West at 20 km/h.

Heavy Rainfall Outlook

Between early morning and late afternoon today: Frequent to continuous heavy to intense (with isolated torrential) rains over Bicol Region, Romblon, Marinduque, Mindoro Provinces, CALABARZON, Metro Manila, Bataan, Pampanga and Bulacan. Occasional to frequent heavy rains over the rest of Central Luzon. Intermittent heavy rains over Samar Provinces, Biliran, Aklan, Antique, Capiz, Iloilo, Guimaras, and the northern portions of Negros Provinces and Cebu.

Between late afternoon today and tomorrow early morning: Frequent to continuous heavy (with isolated intense) rains over Mindoro Provinces, Metro Manila, Central Luzon, Rizal, and Northern Quezon including Polillo Islands. Occasional heavy rains over Cagayan Valley, Cordillera Administrative Region, Marinduque, Romblon and the rest of CALABARZON. Intermittent heavy rains over Bicol Region and Calamian Islands.

Residents in the aforementioned areas, especially those living in areas identified to be highly or very highly susceptible to flooding and rain-induced landslides, are advised to take appropriate actions, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates, especially the Thunderstorm or Rainfall Advisories and Heavy Rainfall Warnings to be issued by PAGASA Regional Services Divisions.

Other Hazards and Information

Forecast storm surge: 2-3 meters over several coastal areas in Batangas, Mindoro Provinces, Marinduque, Romblon, Ticao and Burias Islands, and the southern coast of Southern Quezon; 1-2 meters over Camarines Norte, northern coast of Southern Quezon, Cavite, Metro Manila, Bulacan, Pampanga, Bataan, and Zambales (Subic Bay coastal areas).

Tropical Cyclone Wind Signal over Dinagat Islands and Siargao Island is now lifted.

Sea travel is risky over the seaboards of areas under TCWS, the seaboards of Northern Luzon, the western seaboard of Palawan, and the northern and eastern seaboards of Mindanao due to prevailing or forecast rough sea conditions which may be perilous for maritime activities, especially for those using small seacrafts.

Gusty conditions may also be experienced in areas in Northern Luzon that are not under any TCWS (especially in the coastal and mountainous zones) due to the Northeast Monsoon.
