MANILA, Philippines - Some local government units (LGUs) in Luzon announced class suspension for tomorrow, Monday, August 1, 2016 due to inclement weather brought by Severe Tropical Storm Carina.

Cagayan Governor Manuel Mamba declared on Sunday the suspension of classes in all levels in Northern Cagayan and in pre-school for the rest of the province effective Monday.

According to state weather bureau PAGASA, 'Bagyong Carina' has made landfall over Cabutunan point past 2 p.m. today and is now traversing northern Cagayan.

At 1:00 p.m. Sunday, the center of 'Carina' was estimated based on all available data at 70 km East of Tuguegarao City, Cagayan (17.9°N, 122.3°E).

Tropical cyclone warning signal (TCWS) no. 2 is hoisted over the areas of Isabela, Ilocos Norte, Ilocos Sur, Apayao, Mt. Province, Ifugao, Kalinga, Abra and Cagayan including Babuyan Group of Islands.

Meanwhile, TCWS No. 1 is up in Batanes Group of Islands, Benguet, La Union, Nueva Vizcaya, Quirino, Pangasinan, Nueva Ecija and Aurora.

MANILA, Philippines - Tropical Cyclone Warning Signal (TCWS) No. 2 was raised in ten areas of Luzon as 'Bagyong Carina’ (international name: Nida) has slightly intensified and now poses threat to Isabela-Cagayan area, the state weather bureau PAGASA said on Sunday, July 31.

At 10:00 a.m. today, the center of Severe Tropical Storm "Carina" was estimated based on all available data at 160 km East Southeast of Tuguegarao City, Cagayan (17.4°N, 123.2°E). It has with maximum winds up to 95 kph near the center and gustiness of up to 120 kph. It is forecast to move northwest at 20 kph.

Maintaining its speed and movement, 'Carina' is expected to make landfall in Isabela-Cagayan area on Sunday afternoon, PAGASA weather forecaster Samuel Diran said.

Once it makes a landfall, it is expected to slightly weaken, he added.

Duran also said ‘Carina’ is expected to exit the Philippine Area of Responsibility (PAR) on Monday and will head towards southern China.

Meanwhile, TCWS No. 2 (61-120 kph expected in 24 hours) is raised in the provinces of Isabela, Ilocos Norte, Ilocos Sur, Apayao, Mountain Province, Ifugao, Kalinga, Abra, Cagayan and Babuyan Group of Islands.

TCWS Signal No. 1 (30-60 kph expected in 36 hours) is hoisted over Batanes Group of Islands, Benguet, La Union, Nueva Vizcaya, Quirino, Pangasinan, Nueva Ecija and Aurora.

Areas under TCWS #1 and #2, MIMAROPA, the rest of Central and of Northern Luzon and the provinces of Quezon and Camarines Norte are alerted against moderate to heavy rains which may trigger flash floods and landslides.

The estimated rainfall amount is from moderate to heavy within the 500 km diameter of the tropical storm.

Fisherfolks are alerted against rough to very rough seas over the eastern seaboard of Southern Luzon.

For Sunday’s forecast, PAGASA said stormy weather with rough to very rough seas will prevail over Isabela, Ilocos Norte, Apayao, Kalinga, Abra and Cagayan including Babuyan Group of Islands. Rains with gusty winds will be experienced over the provinces of Ifugao, Benguet, Ilocos Sur, La Union, Mt. Province, Nueva Vizcaya, Quirino and Aurora.

Cloudy skies with moderate to heavy rains and thunderstorms which may trigger flashfloods and landslides will prevail over the rest of Cagayan Valley and Cordillera and the Provinces of Quezon and Camarines Norte while Cloudy skies with light to moderate rains and thunderstorms is expected over Metro Manila and the rest of the country.

Moderate to strong winds blowing from the northeast to northwest will prevail over the rest of northern and central Luzon and from the west to southwest over the rest of Luzon. The coastal waters along these areas will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the southwest with slight to moderate seas.

MANILA, Philippines - A netizen on Saturday, July 30 has decided to share awful experience at Casimiro Ynares Sr. Memorial Hospital in Rodriguez, Rizal after a young girl died due to alleged mistreatment of her emergency situation.

In a Facebook post of Mhindz Bacaling Projas, she has learned that a nurse of Ynares Hospital told the victim's family to fall in line outside the emergency room while waiting for the doctor to arrive.

"Naawa po ako sa batang ito na namatay sa Ynarez na Hindi po inasikaso ng mga doktor at nurse sobrang awa po ako sa pamilya NYA walang wala po sila pera taga Macabud daw po sila need nila emergency kaso ang nangyari sinabihan ng nurse na need nila hintayin ang doktor sa labas at pumila kasi wala pa daw doktor," Projas shared.

To help the family, Projas went to the emergency room to seek for urgent assistance.

On that point, the young girl, who was in dire need of oxygen and dextrose due to dehydration caused by extreme diarrhea has already waited for about 2-3 hours before the hospital attended her emergency case.

What happened next was too late for the little girl.

"My God namn yung bata lupaypay na at need n i dextrose kasi suka tae sya nagalit ako at pumasok sa loob ng emergency tapos ska nila inasikaso ang bata pero huli na ang lahat namatay na ang bata," she added.

The emergency room or department was designed to attend patient's initial treatment even without prior appointment. Whatever your status in life, the emergency room staff should have a super-fast attention and assure that the sickest people get to see the doctor first.

Netizens got furious on the said incident and have expressed feeling of anger to the hospital.

UPLB students unite to junk eUP SAIS



MANILA, Philippines - Students of the University of the Philippines Los Baños (UPLB) have decried on social media the enrollment process fiasco brought by the newly implemented enlistment system called Student Academic Information System (SAIS) for the First Semester of the Academic Year 2016-2017.

On Saturday, 'UPLB' has trended on Twitter to voice out the current situation on accessing the system with hundreds of students were forced to camp out just to enlist subjects.

"This was supposed to be an online registration but the site is only accessible within UPLB," said one of the students.



The enlistment for UPLB has started on July 28 for graduate and graduating students, July 29 for regular and July 31 for other students. It is scheduled to end on Tuesday, August 2.

The Student Council of UPLB (USC) has released its official statement against the UPLB SAIS enrollment that allegedly resulted to one of the grandest fiasco across the entire UP System.

The eUP project's SAIS was also been implemented in Manila and Baguio branches and soon on flagship campus in Diliman, Quezon City under the initiative of UP President Alfredo Pascual.

"During the scheduled date, the SAIS online portal remained inaccessible to a vast majority of students who are in dire need of units to be enrolled. The blame, of course, resides in the weak infrastructure architecture and poor overall implementation of eUP--the project touted as the Pascual administration's pièce de résistance."

According to USC, the administration did not revealed the contigency plans in case of system failures. "The Office of the University Registrar (OUR) stood firmly that contingency plans will not be disclosed, and promised that problems will be fixed by the SAIS Team for a smooth enlistment of subjects."

SAIS is one of the five component system of the eUP. Flaunting the theme of "One University, One UP." Report said that the cost of the project soars to nearly one billion pesos. The platform was developed by Oracle, a large American multinational IT company and powered by ePLDT.

The general registration for the First Semester of the Academic Year 2016-2017 in the UP Los Baños, UP Manila, and UP Baguio has resulted to one of the grandest fiasco across the entire UP System. During the scheduled date, the SAIS online portal remained inaccessible to a vast majority of students who are in dire need of units to be enrolled. The blame, of course, resides in the weak infrastructure architecture and poor overall implementation of eUP--the project touted as the Pascual administration's pièce de résistance.

Students are left in a disarray with no idea how to proceed with the new registration process; while the administration is adamant on the idea of a contingency plan for the failing system. Last week, the University Student Council (USC) submitted its request to the administration regarding its disclosure of the contingency plans just in case the system fails. However, the Office of the University Registrar (OUR) stood firmly that contingency plans will not be disclosed, and promised that problems will be fixed by the SAIS Team for a smooth enlistment of subjects.

The Student Academic Information System or commonly known as SAIS is one of the five component system of the eUP. Flaunting the theme of "One University, One UP", the development of an enterprise resource planning (ERP) was seen by the Pascual administration as the cornerstone because of the supposed ease of different administrative process done through an integrated digital infrastructure. While the University is marred with buildings and facilities as old as the Second World War, the cost of such project soars ever upward to one billion pesos. This begs the question of what the priorities of the Pascual administration should have been.

In itself, the project has been downright opaque. No financial statements were ever released for the stakeholders to scrutinize. The administration chose a licensed proprietary platform developed by Oracle--a large American multinational IT company, and powered by ePLDT. Questions such as why a proprietary platform was used remains unaswered. Contrary to what the administration claims, closed-source platform actually restricts interoperability as files and databases are kept in proprietary format. In view of the balooning expenditures of the University coupled with the dismal appropriations made by the government to UP, it's no-brainer that the savings could have been accrued if the administration opted for an open-source platform instead.

Homegrown platform like the SystemOne delivered a satisfactory job when the registration comes. It is worth noting that the system operated under a miniscule budget in comparison to eUP. SystemOne progressed through time through the careful supervision of Professor Duldulao and Bulalacao along with the different student-developers. Indeed, SystemOne was the pride of the University community for its collaborative character and the optimization of the registration process. In contrast, during the trial runs of SAIS, students were appalled by the seemingly unintuitive process of registering for a course. Problems such as the lack of support for cross-platform usage and the seemingly outdated user interface of the system were registered. To the dismay and anger of the many, it was only the tip of the iceberg. SAIS swiftly changed the already bureaucratic processes in the University into an even more maddeningly complicated process. This instance alone belies the administration's claim of simplifying and harmonizing operations.

To date, many students are left without any units enlisted even though they are in good scholastic standing. Some of the students are unable to go through with the registration because of the holds placed in their accounts due to some unsettled accountabilities. In line with this, All Student Councils Assembly (ASCA) of the University of the Philippines Los Baños firmly stands that Student Academic Information System (SAIS) should be junked for this is a manifestation of disservice to the student body, and this is a system brought by the Pascual administration that further perpetuates commercialization of UP education, and disenfranchises the right to education of every Iskolar ng Bayan. We are calling the students to forge unity amidst the fiasco and struggle as the University of the Philippines has been the bastion of activism since the time the students realized the needs to build a stronger foundation of nationalism and liberty during the American era. In this plight, we are calling for the active involvement of individuals, and various organizations in the upcoming mass actions in completely junking SAIS for it is not the real need of our university; instead we are calling for a full state subsidy, and the ending of commercialization of education.

Ponce was one of the ex-boyfriends of celebrity housemate Elisse Joson. Reports say that other 'Js' on her life that she could hardly move on from the break-up include the popular teen actor James Reid and Hashtags member Jon Lucas.

"Sa totoo lang po, kapag nakikita ko po siya [Jerome] ay naalala ko po iyong dati," Joson shared to Kuya. "Kahit na-try ko po siya tingnan as ngayon, hindi ko pa rin po magawa."

Ponce told 'PBB' hosts that he planned to apologize to Joson. "Sorry. It's never too late."

"Never ko naman siya kinahiya!," he said in response to Joson's confession and alleged hiding of their past relationship.

It can be recalled that Ponce and Joson worked together in 'Be Careful With My Heart' in 2013 and reports said that their relationship lasted for a year.


Currently, Joson is being paired with with her fellow housemate, Hashtags member McCoy De Leon.

In a separate interview, the self-confessed fan of 'PBB' has revealed that he auditioned for the reality show not once but twice as it was really his dream.

Ponce was at a computer shop when he was discovered by a talent scout, who told him to audition for the reality show in 2010 -- the same batch on which James Reid won.

"Pumila ako ng like 3 a.m. natapos kami ng 12 midnight na. 'Yun 'yung first time, finalist na ako ng Manila, hindi na ako kinolback," Ponce recalled.

He auditioned again for the teen edition in 2012, which crowned Myrtle Sarrosa as the grand winner. "Umasa din po ako dahil na-pictorial na ako," he said.

Despite his failure to get into "PBB," Ponce continued to pursue his dream. "Na-frustrate ako pero nasanay na din ako, that's life," he said.

MANILA, Philippines - State weather bureau PAGASA on its 8:00 p.m. update today, July 29, 2016 announced that 'Bagyong Carina' maintained its strength as it moves in a Northwest direction.

At 7:00 p.m. today, the center of Tropical Depression "Carina" was estimated based on all available data at 115 km East Northeast of Borongan City (12.0°N, 126.4°E).

'Carina' has maximum winds of 45 kph near the center and it's forecast to move Northwest at 11 kph.

Tropical cyclone warning Signal (TCWS) No. 1 (30-60kph) was raised over Catanduanes, Northern Samar, and Eastern Samar and Samar in Visayas by the weather bureau.

Forecast Positions:

  • 24 Hour(Tomorrow afternoon): 405 km East of Infanta, Quezon
  • 48 Hour(Sunday afternoon): In the vicinity of Baggao, Cagayan

Tacloban City government reportedly misspent P1 billion in Yolanda recovery funds



MANILA, Philippines- In a 2015 audit report released by the Commission on Audit (COA) on Wednesday, July 27, it was disclosed that the City Government of Tacloban misspent almost P1 billion in Yolanda recovery funds.

COA auditors have discovered irregularities in the P907.56 million funds for emergency shelter assistance, aquaculture and infrastructure budgets. These funds were awarded to the Tacloban City Government by the Department of Interior and Local Government (DILG), the Department of Social Welfare and Development (DSWD), and the Bureau of Fisheries and Aquatic Resources (BFAR).

The report revealed that there were 31 unfinished infrastructure projects that includes the construction and repair of barangay halls and mini gymnasiums as of February 3, 2016. Under the Government Procurement Reform Act, contractors of the said projects worth P100.23 million will face penalties.

Because of various reasons, 19 additional projects worth P46.53 million had to be suspended even after the contracts were awarded.

The auditors also found out that the Mariculture Park Rehabilitation Program, which costs P32.55 million, suffered missed deadlines as well as poor planning. The said project was supposed to supply fishermen with milkfish fingerlings and fish cages. Only 95 out of the 150 planned fish cages were delivered to recipients since beneficiaries needed to cash out P216,000 per cage in order to feed one cropping of milkfish.

Moreover, it was also found that a supplier didn’t deliver even a single fingerling to the beneficiaries on time under an P8.5 million contract.

The state auditors have also discovered that one out of 5 beneficiaries of Tacloban City Social Welfare and Development Office’s (CSWDO) Emergency Shelter Assistance (ESA) program was not eligible. Furthermore, the CSWDO did not stick to the rules in choosing the beneficiaries of the program.

COA will issue Notices of Suspension and Disallowance to those liable for violations in fund disbursements. This will compel them to submit proof of eligibility or they will be required to return the entire amount given to them by the government, otherwise.

Based on PRC Resolution No. 2015-948, the supposed deadline of filing applications for repeaters was last Friday, July 22. For first-timers, the deadline is today, July 29.

More than 100,000 examinees are expected to take the second licensure exam for teachers this year on September 25.

The results were released in three (3) working days after the last day of examination.

From August 4 to August 5, 2016, registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be done on-line. Please go to www.prc.gov.ph and follow instructions for initial registration. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, 2 pieces passport size picture (colored with white background and complete name tag) and 2 sets of documentary stamps. Successful examinees should personally register and sign in the Roster of Registered Professionals.

The date and venue for the oathtaking ceremony of the new successful examinees in the said examination WILL BE ANNOUNCED LATER.

Quiapo road rage suspect arrested, now in police custody



MANILA, Philippines - Vhon Tanto, the former Army reservist who is the main suspect in the killing of cyclist Mark Vincent Geralde during a road rage in Quiapo, Manila, is now under the custody of the police. Tanto is to be turned over to the Manila Police District after being brought to the 9th IB headquarters in Milagros, Masbate.

According to Armed Forces of the Philippines (AFP) spokesman Brig. Gen. Restituto Padilla, elements of the Philippine Army captured Tanto today at 11:50 am in Barangay Bangat, Milagrosa in Masbate. He described the arrest as a “peaceful” one.

The AFP took particular interest in the case after the suspect was initially identified as an Army reservist. Padilla revealed that Tanto is no longer an Army reservist and had been inactive since he has not been attending meetings or events for reservists beginning January 2015.

"Since he was identified to be a reservist after that fatal road rage, he has been dragging not only the AFP, but also the good name and reputation of the Reservist Force in the Army, the Air Force, and the Navy,” Padilla said.


Earlier this week, a driver of a red Hyundai Eon and Geralde were seen having a heated argument along a street in Quiapo. Following a fistfight, the driver fatally shot Geralde several times. The incident was captured on closed circuit television (CCTV) camera in the area.

Authorities later identified the shooter as Tanto.

On Thursday, July 28, Tanto’s vehicle without plate number bearing conduction sticker MO-3745 was found in Purok 3, Kirang, Aritao, Nueva Vizcaya. Tanto’s brother-in-law said Tanto took a Florida bus bound to Manila after leaving his vehicle on his house on Thursday.

CONFIRMED: Philippines to host 2016 Miss Universe pageant



MANILA, Philippines - Department of Tourism (DoT) Secretary Wanda Teo has confirmed that the Philippines will be hosting the 2016 Miss Universe pageant after two decades. The coronation night will be held on January 30, 2017 possibly at the Mall of Asia Arena in Pasay City.

"We have a president that comes from Mindanao and our Miss Universe is from Mindanao so I think this is the best time for us to do the Miss Universe here in the Philippines," Teo announced on Thursday, July 28.

To avoid traffic jams, President Rodrigo Duterte has requested pageant organizers to hold auxiliary events outside Metro Manila. Tourist spots such as Boracay, Cebu, Davao, Palawan, Cagayan de Oro and Vigan are being considered as venues for pageant events.

While the pageant will cost $11 million, Teo revealed that the government will not spend anything for the event.

“The government is not going to spend any single centavo. It will be the private sector who would shoulder the expenses,” Teo added.

According to Teo, Kazuo Okada, a Japanese billionaire and chief of Tiger Resort and Henry Sy, the richest man in the Philippines, are among those who volunteered to sponsor the event.

Meanwhile, DoT Undersecretary Kat de Castro said that her department has contacted Shawn McClain, the vice-president of Business Development and Marketing at the Miss Universe Organization, to address some issues.

In 1974, the international beauty pageant was first held in Manila. Amparo Muñoz of Spain was crowned Miss Universe. Twenty years later, the pageant was once again held in the Philippines where Sushmita Sen of India emerged as the winner.

Last month, reigning Miss Universe Pia Wurtzbach paid a courtesy call on Duterte to persuade him to agree with the DoT’s plan to host the pageant in the Philippines.
