MANILA, Philippines – Malacañang has declared November 16 to 18, 2026 (Monday to Wednesday) as special non-working days in the National Capital Region (NCR) in connection with the Philippines’ hosting of the 49th ASEAN Summit and Related Summits.
The declaration was made through Proclamation No. 1447, signed by Acting Executive Secretary Ralph G. Recto on September 17, 2026, by authority of President Ferdinand R. Marcos Jr.
Under the proclamation, the three dates will be observed as special non-working days throughout the NCR.
Recto said the measure aims to alleviate vehicular traffic and enable the host country to ensure the safety and security of participants during the summits.
The 49th ASEAN Summit and Related Summits are scheduled for November 13 to 15, 2026, in Metro Manila, according to the ASEAN 2026 public calendar.
The three-day declaration will effectively create a five-day long weekend in NCR, from Saturday, November 14, to Wednesday, November 18.
Related ASEAN events continue after the summit
Several major ASEAN-related meetings are scheduled in Metro Manila immediately after the leaders’ summit, including the 47th ASEAN Inter-Parliamentary Assembly (AIPA) General Assembly from November 16 to 22.
The RCEP Joint Committee Meeting is also scheduled for November 16 to 20, while the 16th ASEAN Maritime Forum will take place on November 17 and the 14th Expanded ASEAN Maritime Forum on November 18.
These activities form part of the wider series of high-level regional meetings being hosted by the Philippines during its 2026 ASEAN chairmanship.
