MANILA, Philippines – (Updated as of 10:31 PM, August 12, 2026) Several local government units (LGUs) have announced the suspension of classes on Wednesday, August 12, 2026, due to inclement weather and persistent flooding brought by the Southwest Monsoon (Habagat).

Central Luzon

  • Bulacan
    • Balagtas – all levels, public and private
    • Bulakan – all levels, public and private
    • Calumpit – all levels, public and private
    • Hagonoy – all levels, public and private
    • Malolos – no face-to-classes, all levels, public and private; schools to implement learning continuity modalities
    • Marilao – no face-to-face classes, select schools only
    • Obando – all levels, public and private
    • Paombong – all levels, public and private
  • Pampanga
    • Candaba – no face-to-classes, all levels, public and private; switch to modular class
    • Masantol – no face-to-classes, all levels, public and private; shift to alternative delivery mode; until August 14
    • San Simon – no face-to-classes, all levels, public and private; shift to alternative delivery mode; until August 14
    • Sto. Tomas – no face-to-classes, all levels, public and private; shift to alternative modes of learning

Cordillera Administrative Region

Heavy Rainfall Advisory

Zambales, Bataan, and Occidental Mindoro may experience 50–100 mm of rainfall due to the Southwest Monsoon from today through August 13.

PAGASA warned that rainfall could be higher in mountainous and elevated areas, with impacts potentially worsened by significant rainfall already received in some areas.

Automatic Class Suspensions

The Department of Education (DepEd) has issued new guidelines under DepEd Order No. 14, s. 2026, empowering school heads to coordinate with Schools Division Superintendents and Local Government Units in determining CLASS SUSPENSIONS based on actual conditions in their communities.

The new policy allows for granular class suspensions, ensuring that only affected classrooms or grade levels are suspended when necessary, instead of imposing division-wide cancellations. The measure also provides guidance on selecting appropriate learning delivery modes before, during and after emergencies to help maintain continuity of education.

Tropical Cyclone Wind Signal (TCWS)

🟢 HAYO (Continue)

  • No heavy rainfall, flooding, typhoon, or tropical cyclone.
  • Regular face-to-face classes continue as normal.

🟡 HINAY (Ease-in)

  • TCWS No. 1: Kindergarten classes are automatically suspended.
  • TCWS No. 2: Kindergarten to Grade 10 classes are automatically suspended.

🟠 HINGA (Check-in)

  • TCWS No. 3: Work, ALS, and in-person classes for all levels are automatically suspended.

🔴 HINTO (Stop)

  • TCWS No. 4 or 5: Work, ALS, and in-person classes for all levels are automatically suspended.

Heavy Rainfall Warning

🟢 HAYO (Continue)

  • No heavy rainfall, flooding, typhoon, or tropical cyclone.
  • Regular face-to-face classes continue as normal.

🟡 HINAY (Ease-in)

  • Yellow Rainfall Warning: Class suspensions per grade level are at the discretion of the Local Chief Executive (LCE) or other relevant national government agencies.

🟠 HINGA (Check-in)

  • Orange Rainfall Warning: Work, ALS, and in-person classes for all levels are automatically suspended.

🔴 HINTO (Stop)

  • Red Rainfall Warning: Work, ALS, and in-person classes for all levels are automatically suspended.
