MANILA, Philippines – (Updated 11:22 PM, July 13, 2026) Several local government units (LGUs) have announced the suspension of classes for Tuesday, July 14, 2026, due to flooding and heavy rainfall brought by the southwest monsoon or habagat, as well as scheduled power interruptions.

Calabarzon

  • Batangas
    • Taal – no face-to-face classes, all levels, public and private (due to power interruption)

Bicol Region

  • Albay
    • Pio Duran – no face-to-face classes, all levels, public and private; except Basicao Coastal Elementary School and Buenavista Elementary School (due to power interruption, including July 16)

Central Luzon

  • Bulacan
    • Calumpit – no face-to-face classes, selected schools
    • Paombong – no face-to-face classes, selected schools/ coastal barangays
  • Pampanga
    • Macabebe – no face-to-face classes, all levels, public and private; until July 16
    • Masantol – no face-to-face classes, all levels, public and private; shift to distance learning modality
    • Sasmuan – no face-to-face classes, all levels, public and private

Ilocos Region

  • Pangasinan
    • Mangaldan – preschool to senior high school, public and private; shift to alternative delivery mode

Cagayan Valley

  • Isabela
    • Echague – no face-to-face classes, kindergarten to senior high school, public and private; areas covered by ISELCO (due to power interruption)
    • San Mateo – no face-to-face classes, all levels, public and private (due to power interruption)

Mindanao

  • Lanao del Sur
    • Calanogas – all levels, public and private; until July 16

Habagat brings rains to Luzon; Haishen nears PAR

The Southwest Monsoon (Habagat) continues to affect Luzon, bringing cloudy skies with scattered rains and thunderstorms over parts of Northern and Central Luzon, PAGASA said in its 4:00 PM weather bulletin on Monday, July 13.

Cloudy skies with scattered rains and thunderstorms are expected over the Ilocos Region, Benguet, Zambales, Bataan, and Tarlac, with possible flash floods or landslides due to moderate to at times heavy rains.

Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to the Southwest Monsoon, while the rest of the country will experience similar weather caused by localized thunderstorms.

As of 3:00 PM, Tropical Depression Haishen was located 1,205 kilometers east of Eastern Visayas with maximum sustained winds of 55 km/h, gusts of up to 70 km/h, and was moving northwestward at 10 km/h.

PAGASA said Haishen may enter the Philippine Area of Responsibility (PAR) tonight or early Tuesday morning (July 14), when it will be assigned the local name Josie.

The tropical depression is forecast to move generally northward while inside PAR before turning north-northeastward and exiting the country's monitoring area by Wednesday (July 15).

Residents in areas affected by the Southwest Monsoon are advised to stay updated on PAGASA bulletins and remain alert for possible flooding, rain-induced landslides, and severe thunderstorms.
