MANILA, Philippines – The Civil Service Commission (CSC) opened today, May 14, 2026 the filing of applications for the August 9, 2026 Career Service Exam – Pen and Paper Test (CSE-PPT). View here the mode of filing and process per region.

Filing of application for the second civil service exam this year will run until June 10, 2026.

Note: Slots are limited and on a first-come, first-served basis.

Civil Service Eligibility

The CSE is a general ability test designed to measure an individual’s preparedness for government service. Passing the exam results in Professional or Subprofessional eligibility, required for permanent appointments in the civil service—except for positions covered by special laws or requiring professional practice.

Note: CSC recognizes 11 eligibility exemptions. Qualified individuals may still be considered fit for government service without passing the CSE if they meet the listed exemptions. Read: 11 Civil Service Exam Eligibility Exemptions

Qualifications / Admission Requirements

  1. Be a Filipino citizen
  2. Be at least 18 years old on the date of filing
  3. Be of good moral character
  4. Not have been convicted of crimes involving moral turpitude, dishonesty, examination irregularity, drunkenness, or drug addiction
  5. Not have been dishonorably discharged from military service or dismissed for cause from a government position
  6. Not have taken the same level of CSE (PPT or CSC COMEX) within three months before the exam

Application Requirements

  1. Fully accomplished CS Form No. 100 (Revised 2023) – available at CSC Regional/Field Offices or downloadable here (printed on legal-size bond paper)
  2. Four passport-size ID pictures with handwritten name tag and signature over printed full name
  3. Original and photocopy of a valid ID accepted for the exam
  4. Examination fee: ₱500

Applicants are advised to contact the CSC Regional/Field Office where they plan to take the exam for filing procedures. A complete directory is available on the CSC website.

Examination Venue

Examinees will be informed of their school assignment via the Online Notice of School Assignment (ONSA) on the CSC website about two weeks before the exam.

  • Printing the ONSA is optional.
  • Examinees who cannot access ONSA or are unsure of their venue one week before the exam should contact the CSC Regional/Field Office directly.

Scope of Examination

Professional Level (Prof)

  • Numerical Ability: Basic operations, word problems
  • Analytical Ability: Word association, identifying assumptions/conclusions, logic, data interpretation
  • Verbal Ability: Grammar, vocabulary, paragraph organization, reading comprehension

SubProfessional Level (SubProf)

  • Numerical Ability: Basic operations, word problems
  • Clerical Ability: Filing, spelling
  • Verbal Ability: Grammar, vocabulary, paragraph organization, reading comprehension

General Information (Both Levels)

  • Philippine Constitution
  • Code of Conduct and Ethical Standards for Public Officials (R.A. 6713)
  • Peace and Human Rights Issues and Concepts
  • Environmental Management and Protection

Passing Grade and Release of Results

  • Passing Grade: 80.00 general rating
  • List of Passers: Posted on CSC website within 60 days after the exam
  • Individual Ratings: Available via OCSERGS (Online Civil Service Examination Result Generation System) about 15 days after posting of the List of Passers
