MANILA, Philippines – Malacañang has ordered the suspension of work in government offices on Monday, November 10, as well as classes in several regions on November 10 and 11, due to the expected major impacts of Super Typhoon Uwan.

By the authority of President Ferdinand R. Marcos Jr., Executive Secretary Lucas Bersamin signed Memorandum Circular No. 106, which provided that government work will be suspended on November 10 in the following areas:

  • National Capital Region (NCR)
  • Cordillera Administrative Region (CAR)
  • Ilocos Region
  • Cagayan Valley
  • Central Luzon
  • Southern Tagalog
  • MIMAROPA
  • Bicol
  • Eastern Visayas

MC 106 also indicated that classes at all levels in these regions, as well as in the following, are suspended for two days:

  • Western Visayas (Region VI)
  • Central Visayas (Region VII)
  • Negros Island Region

“Upon the recommendation of the National Disaster Risk Reduction and Management Council and in view of the forecasted major impacts that will be brought about by Super Typhoon Uwan, work in government offices in the NCR, CAR, and Regions I, II, III, IV-A, IV-B, V, and VIII is hereby suspended on 10 November 2025,” the memorandum circular added.

“Further, classes at all levels in the aforementioned regions, Region VI (Western Visayas), Region VII (Central Visayas), and the Negros Island Region are also suspended on 10 and 11 November 2025,” MC 106 stated.

Some LGUs had already issued early suspensions as early as Friday, following Uwan’s entry into the Philippine Area of Responsibility, to ensure the safety of students and school personnel:

According to PAGASA’s 8:00 AM bulletin on Sunday, Uwan (international name: Fung-wong) intensified into a super typhoon, and life-threatening conditions are now being experienced in Catanduanes.

As of 7:00 AM today, the center of the eye of Super Typhoon Uwan was estimated to be located 125 km east northeast of Virac, Catanduanes, based on all available data including observations from the Daet Doppler Weather Radar.

The cyclone currently packs maximum sustained winds of 185 km/h near the center, with gustiness reaching up to 230 km/h, indicating an extremely intense and dangerous storm system.

The following areas are likely to experience very destructive winds within the next 12 hours:

  • the eastern portion of Quezon (Tagkawayan, Calauag, Guinayangan, Perez, Alabat, Quezon)
  • the rest of Camarines Norte
  • the rest of Camarines Sur
  • the eastern portion of Albay (Rapu-Rapu, Bacacay, City of Tabaco, Malilipot, Malinao, Tiwi, Polangui)

The following areas may experience strong winds and intermittent rainfall:

  • Batanes, Calamian Islands, Cuyo Islands
  • the rest of Leyte, Southern Leyte, Bohol
  • the northern and central portions of Cebu including Bantayan and Camotes Islands
  • the northern and central portions of Negros Occidental and the northern portion of Negros Oriental
  • Guimaras, Iloilo, Capiz, Aklan, Antique
  • Dinagat Islands, Surigao del Norte, the northern portion of Agusan del Norte, and the northern portion of Surigao del Sur

A landfall over Aurora may occur tonight or early Monday morning, and the possibility of a direct hit on Catanduanes remains under consideration based on short-term changes in movement.

The typhoon may make landfall at or near peak intensity before gradually weakening as it interacts with the terrain of Northern Luzon, although it is still expected to maintain typhoon strength while crossing land.

The system is forecast to emerge over Lingayen Gulf on Monday morning before moving northwestward and exiting the Philippine Area of Responsibility by Tuesday.

The cyclone may re-enter the northwestern side of PAR near Taiwan by Thursday and finally exit again by Friday morning.
