MANILA, Philippines – Malacañang suspended work in government and classes in several provinces, including Metro Manila, on September 26, 2025, Friday, to ensure public safety as Severe Tropical Storm “Opong” is expected to bring heavy rainfall.

“Work in government offices and classes at all levels in Metro Manila, Biliran, Eastern Samar, Northern Samar, Samar, Masbate, Romblon, and Sorsogon are hereby suspended on 26 September 2025,” the circular stated.

Classes at all levels are also suspended in Aklan, Albay, Antique, Batangas, Bataan, Camarines Norte, Camarines Sur, Capiz, Cavite, Catanduanes, Guimaras, Iloilo, Laguna, Leyte, Marinduque, Negros Occidental, Oriental Mindoro, Rizal, and Quezon.

Earlier, some local government units announced suspension of classes.

According to state weather bureau PAGASA's 11:00 AM update on Thursday, Severe Tropical Storm 'Opong' maintains its strength over the Philippine Sea east of Eastern Visayas.

At 10:00 AM today, the center of the eye of Severe Tropical Storm 'Opong' was estimated based on all available data at 335 km East of Guiuan, Eastern Samar.

It has maximum sustained winds of 110 km/h near the center, gustiness of up to 135 km/h, and central pressure of 980 hPa.

Track and Intensity Outlook

  • Heavy rainfall, strong winds, and storm surge may still occur outside the landfall area and forecast cone. The track may shift slightly north or south within the confidence cone.
  • Opong is moving west-northwest toward Eastern Visayas–Southern Luzon. It may pass near Northern Samar or make landfall in Bicol Region by September 26, 2025 (morning or early afternoon), then cross Southern Luzon before exiting to the West Philippine Sea on September 27.
  • Opong may intensify into a typhoon before landfall, though it could remain a severe tropical storm due to marginal conditions. It will likely weaken while crossing land but may re-intensify over the West Philippine Sea.
