MANILA, Philippines – Malacañang ordered the suspension of government work and classes in Metro Manila and several provinces on Friday, September 26, 2025, as Severe Tropical Storm Opong threatens to bring heavy rains and strong winds.
Executive Secretary Lucas Bersamin issued Memorandum Circular (MC) No. 102 on Thursday, September 25, upon the instruction of President Ferdinand R. Marcos Jr. and the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC).
Government work and classes at all levels are suspended in the following areas:
- Metro Manila
- Biliran
- Eastern Samar
- Northern Samar
- Samar
- Masbate
- Romblon
- Sorsogon
Classes at all levels are also suspended in:
- Aklan
- Albay
- Antique
- Batangas
- Bataan
- Camarines Norte
- Camarines Sur
- Capiz
- Cavite
- Catanduanes
- Guimaras
- Iloilo
- Laguna
- Leyte
- Marinduque
- Negros Occidental
- Oriental Mindoro
- Rizal
- Quezon
The circular clarified that agencies providing vital services—such as health, disaster response, and essential utilities—will remain operational. Non-essential staff in these agencies may adopt alternative work arrangements.
Local government units outside the covered areas may also suspend classes and work depending on their situation. Meanwhile, the suspension of work in private offices is left to the discretion of employers.
