MANILA, Philippines — 'Bagyong Crising' (international name: Wipha) has intensified into a Severe Tropical Storm and exited the Philippine Area of Responsibility (PAR) on Saturday, July 19, 2025, according to the latest 11:00 a.m. bulletin from state weather bureau PAGASA.

At 10:00 a.m., the center of Severe Tropical Storm Crising was located approximately 235 kilometers west of Itbayat, Batanes. It was packing maximum sustained winds of 100 km/h near the center, gusts of up to 125 km/h, and a central pressure of 980 hPa.

Tropical Cyclone Wind Signals (TCWS) Still in Effect

TCWS No. 2

The following areas are under Tropical Cyclone Wind Signal (TCWS) No. 2, where winds of 62–88 km/h may be expected within the next 24 hours:

  • Batanes
  • western portion of the Babuyan Islands (Dalupiri Island, Calayan Island)
  • northwestern portion of Ilocos Norte (Burgos, Pasuquin, Pagudpud, Dumalneg, Bangui)

TCWS No. 1

The following areas are under TCWS No. 1, with expected winds of 39–61 km/h within the next 36 hours:

  • rest of Ilocos Norte
  • Ilocos Sur
  • northern portion of La Union (Bangar, Sudipen, Luna, Balaoan, Santol, San Gabriel, Bacnotan, San Juan)
  • Abra
  • Apayao
  • Kalinga
  • rest of Cagayan

Track and Intensity Outlook

Crising exited the PAR at 10:00 a.m. and is forecast to continue moving generally west-northwestward toward southern China over the coming days.

The system is expected to further intensify and may reach typhoon category by Sunday afternoon or evening, July 20.

Monsoon-Enhanced Winds and Rainfall

The Southwest Monsoon (Habagat), enhanced by Crising, will continue to bring strong to gale-force winds over several parts of the country:

Today: Metro Manila, Central Luzon, CALABARZON, Bicol Region, MIMAROPA, Visayas, Nueva Ecija, Nueva Vizcaya, Isabela, the rest of La Union, Benguet, Abra, Zamboanga del Norte, Camiguin, Misamis Oriental, Misamis Occidental, Lanao del Norte, Surigao del Norte, and Dinagat Islands.

Tomorrow: Metro Manila, Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA, Bicol Region, Visayas, and Zamboanga del Norte.

Monday (July 21): Metro Manila, Ilocos Region, Cordillera Administrative Region, Central Luzon, CALABARZON, MIMAROPA, Bicol Region, and Visayas.

Storm Surge Advisory

There is a minimal to moderate risk of life-threatening storm surges, with possible peak heights of 1.0 to 2.0 meters in the next 12 hours. Affected coastal areas include:

  • Batanes
  • Babuyan Islands
  • Ilocos Norte

2025 Tropical Cyclone Summary

Crising is the third tropical cyclone to form or enter the Philippine Area of Responsibility in 2025.
