MANILA, Philippines – Jayvee Fuentebella, a 4Ps beneficiary from Bacolod City, central Philippines, recently got the highest score of 95% out of 2,411 examinees, making him among the topnotchers of the 2025 Electronics Technician Licensure Examination. He shares the top spot with four other newly registered electronics technicians.
This inspiring young man completed his Bachelor of Science in Electronics Engineering course at the Technological University of the Philippines-Visayas, a state university in Talisay City, Negros Occidental.

What makes Fuentebella’s achievement quite impressive is that he’s actually among the young people who have benefited from the government’s 4Ps social assistance program for poor families in the Philippines.
Even as many people question the ‘dole out’ mentality of the 4Ps social assistance program, this amazing beneficiary has proven that it really is something that can be helpful to the poor, especially when used in the right way as it was intended.
In a statement, Department of Social Welfare and Development (DSWD) spokesperson Irene Dumlao said, “The DSWD family congratulates Jayvee for this outstanding accomplishment, which not only brings pride to his family and community but also serves as an inspiration to other 4Ps children across the country.”
“Jayvee’s achievement and the improvement of the Fuentebella family’s well-being exemplify the long-term impact of investing in human capital and empowering families through education and support services,” she added.
The DSWD is in-charge of the 4Ps program.
Aside from being a 4Ps beneficiary in his younger years, Fuentebella was also a scholar under the Science and Technology Scholarship Act of 1994 under the Republic Act (RA) No. 7687 through the Department of Science and Technology (DOST).
This scholarship program provides financial assistance to “poor, talented and deserving students” who wish to pursue a degree or training in areas of science and technology.
