    MANILA, Philippines – The Malacañang Palace assured residents of areas under modified enhanced community quarantine (MECQ) to receive cash aid as it will be included in the Bayanihan To Recover As One bill (Bayanihan 2).

    This was announced by Presidential spokesman Harry Roque as Metro Manila, Bulacan, Cavite, Laguna, and Rizal were reverted to stricter MECQ from August 4 to 18.

    However, the decision if the third round of cash aid will push through will come from Congress. Under the Constitution, public funds can’t be spent without a law.

    Finance Secretary Carlos Dominguez III admitted on Thursday that the government has no allocated funds yet for the affected residents of two-week return to MECQ.

    Domiguez said the finance team “will check if we can put it in the Bayanihan 2 law.”

    The House of Representatives on Wednesday, August 5, approved on second reading the proposed Bayanihan to Recover As One Act, with P162 billion worth of package for the government's response against COVID-19.

    The measures also provides grant of P5,000 to P8,000 subsidy to qualified beneficiaries living in enhanced community quarantine areas whose income does not exceed the applicable regional minimum wage rate.

    Budget Secretary Wendel Avisado said the government has enough funds to support the requirements of the vulnerable sector.

    Senator Risa Hontiveros earlier said she pushed for the expansion and extension of the government social amelioration program or SAP to assist struggling households such as lower middle-class to poor families, solo parents and jeepney drivers.

    Meanwhile, the Department of Social Welfare and Development (DSWD) has distributed a total of P63.2 billion to more than 9.7 million family-beneficiaries of the second tranche of the emergency cash subsidy under SAP.

    DSWD revised the number of qualified beneficiaries to 14.1 from the initial 17 million families after the stringent validation and deduplication process.
