    MANILA, Philippines – As the country is facing the threat of coronavirus disease 2019 (COVID-19), the Civil Service Commission (CSC) declared suspension/cancellation of March 15, 2020 civil service exams. Aspiring civil servants are now asking "when is the new date of CS exam?"

    The March 2020 Career Service Examination-Pen and Paper Test (CSE-PPT) was supposed to be held in 66 testing locations nationwide with an estimated total of 293,845 individuals nationwide registered to take the test. Of the figure, an estimated 253,419 will take the Professional Level of exam while an estimated 40,426 will attempt to hurdle the Subprofessional Level.

    The suspension of exams was aligned with President Rodrigo Roa Duterte's declaration of a State of Public Health Emergency throughout the country and calling for the implementation of urgent, critical measures to contain the spread of COVID-19.

    Enhanced community quarantine in Luzon

    Duterte declared enhanced community quarantine in Luzon effective March 17 and will expire on April 12, 2020. The additional restrictions aim to further combat the effect of the continuing and increasing spread of COVID-19.

    Studies suggest that the country is only at the beginning of this battle against the pandemic. Dr. Darwin Bandoy of the College of Veterinary Medicine at UP Los Baños and the School of Veterinary Medicine at University of California at Davis predicts that the reported cases will only peak in the last week of June 2020.

    Dr. Bandoy’s findings also coincide with the study abroad, in US and the UK.

    While the country is currently suppressing the spread of COVID-19 in our lockdown efforts, note that a nightmarish explosion of cases could still occur once quarantine is lifted up mid-April 2020, according to Dr. Jomar Rabajante of the Institute of Mathematical Sciences and Physics at the University of the Philippines (UP) Los Baños.

    Studies suggest that the government might have to enforce prolonged and more stringent lockdown for the rest of 2020. And going back to the question "When is possible reschedule of cancelled civil service exams?", the answer could be is in the second half of 2020 (at least) or worst case in 2021.

    When will a coronavirus vaccine be ready?

    The World Health Organization (WHO) on Sunday said that first vaccine trial for COVID-19 has started. While they say that this is an incredible achievement, trial has begun just 60 days after the genetic sequence of the virus was shared by China, the sad news is vaccines are still a long way from being available for public use.

    WHO said that it could take up to 18 months with the needed safety approvals. "There’s only one thing more dangerous than a bad virus and that’s a bad vaccine,” Dr. Mike Ryan, executive director of WHO’s emergencies program said.

    With these information, the vaccines could be available in the last quarter of 2021.

    Latest situation report by WHO said that number of COVID-19 cases surpassed 300,000 globally with over 14,000 deaths. As of 4PM on March 24, 2020, the Philippines has a total of 552 confirmed cases of COVID-19. Of this number, 20 have already recovered but 35 have died.
