Manila Mayor Isko Moreno signed an ordinance on Wednesday mandating the release of monthly allowance to students from Pamantasan ng Lungsod ng Maynila (PLM) and Universidad de Manila (UM).

Under Ordinance No. 8568, all public college students shall get a monthly allowance of P1,000.

To qualify for the provision, students must maintain a good moral standing in school. A disciplinary record will disqualify the student from the monthly stipend.

The student must also be a bonafide resident and a registered voter of the City of Manila.

The ordinance stated, “If the student is not of legal age to be a registered voter, his parent or legal guardian must be a registered voter of the City of Manila."

The local government of Manila is expecting that the financial aid will help over 10,000 college students.

Universidad de Manila (UDM) President Ernesto Maceda Jr. is very grateful for the initiative. He calls the new law as "heaven-sent" sharing that it will greatly help their struggling students.

He explained that while tuition fees are free, the uniforms and books are not. Thus, the allowance would really be of great help.

Last week, Mayor Moreno signed several ordinances granting P500 monthly allowance to public school 12th Graders, Persons with Disabilities (PWD), solo parents and senior citizens.

He added that these measures are all part of the city's social amelioration package.
