MANILA, Philippines – Several local government units (LGUs) have announced the suspension of classes on Thursday, September 3, 2026, due to Tropical Storm 'Pilandok' and the Southwest Monsoon or Habagat.

This list will be updated as soon as local or national authorities make their advisories.

Central Luzon

• Bulacan
• Calumpit – all levels, public and private
• Pampanga
• Apalit – all levels, public and private; until Friday, September 4
• Candaba – no face-to-face classes, select schools, public and private
• Guagua – all levels, public and private; until Saturday, September 5
• Minalin – no face-to-face classes, all levels, public and private; until Friday, September 4
• San Fernando – all levels, public and private; until Friday, September 4
• San Simon – all levels, public and private; until Friday, September 4 (except Concepcion Integrated School)
• Sta. Ana – no face-to-face classes, all levels, public and private; until Saturday, September 5 (except Concepcion Integrated School)

Pilandok moves northwestward as Habagat brings rain, strong winds

Tropical Storm Pilandok is moving northwestward over the Philippine Sea while the Southwest Monsoon, or Habagat, continues to bring heavy rain and strong winds to parts of the country, PAGASA said Wednesday.

As of 10 a.m., Pilandok’s center was estimated 1,350 kilometers east-northeast of extreme Northern Luzon.

The storm has maximum sustained winds of 65 kilometers per hour, with gustiness of up to 80 kph, while strong to gale-force winds extend up to 580 kilometers from its center.

No Tropical Cyclone Wind Signal is currently hoisted over any part of the country, and Pilandok is expected to remain far from the Philippine landmass.

Meanwhile, PAGASA said the Southwest Monsoon may bring 50 to 100 millimeters of rain to Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, and Zambales through noon Thursday, September 3.

Habagat is also expected to bring strong to gale-force gusts to most of Luzon and Visayas, as well as parts of Mindanao, through Friday, September 4, particularly in coastal and upland areas exposed to winds.

Pilandok is forecast to remain a tropical storm as it moves northwestward and is expected to exit the Philippine Area of Responsibility tonight or early Thursday.

Automatic Class Suspensions

The Department of Education (DepEd), through DepEd Order No. 14, s. 2026, provides guidelines for class suspensions during emergencies. School heads are empowered to coordinate with Schools Division Superintendents and Local Government Units (LGUs) in determining appropriate class suspensions based on actual conditions in their respective communities.

The policy allows for granular class suspensions, meaning only affected schools, classrooms, or grade levels may be suspended when necessary instead of imposing division-wide cancellations. It also provides guidance on appropriate learning delivery modes before, during, and after emergencies to ensure continuity of education.

HINAY (Ease-in)

• TCWS No. 1: Kindergarten classes are automatically suspended.
• TCWS No. 2: Kindergarten to Grade 10 classes are automatically suspended.

HINGA (Check-in)

• TCWS No. 3: Work, Alternative Learning System (ALS), and in-person classes at all levels are automatically suspended.

HINTO (Stop)

• TCWS No. 4 or 5: Work, ALS, and in-person classes at all levels are automatically suspended.

Heavy Rainfall Warning

HAYO (Continue)

• Regular face-to-face classes continue when there is no heavy rainfall, flooding, or tropical cyclone threat.

HINAY (Ease-in)

• Yellow Rainfall Warning: Class suspensions may be implemented per grade level at the discretion of the Local Chief Executive (LCE) or other relevant national government agencies.

HINGA (Check-in)

• Orange Rainfall Warning: Work, ALS, and in-person classes at all levels are automatically suspended.

HINTO (Stop)

• Red Rainfall Warning: Work, ALS, and in-person classes at all levels are automatically suspended.
