MANILA, Philippines – The Land Transportation Office (LTO) has issued a show-cause order against the registered owner and rider of a motorcycle that hit two runners along Ayala Avenue in Makati City during the city’s “Car-Free Sunday” on August 30.
In a social media post on Monday, the LTO said the registered owner and the 17-year-old rider must appear before its Intelligence and Investigation Division (IID) for a hearing on September 8.
They were also ordered to submit sworn affidavits explaining the incident, along with relevant supporting documents.
The rider may face charges for reckless driving and disregarding traffic signs, according to the LTO.
His driver’s license may also be suspended for being deemed an improper person to operate a motor vehicle.
The LTO said the rider must surrender his driver’s license, which will be placed under a 90-day preventive suspension.
The agency also placed an alarm on the motorcycle involved in the crash, meaning it cannot be sold, have its registration renewed, or have its ownership transferred.
The incident gained widespread attention after a video showing the motorcycle striking the two runners circulated online.
The two runners, aged 36 and 34, sustained head injuries in the collision and were brought to a hospital, where they were reported to be in stable condition.
The Makati police earlier said the 17-year-old rider was traveling from EDSA toward Paseo de Roxas when he entered the section of Ayala Avenue closed to motorists.
The rider told police that he proceeded along the route because he did not see any barrier blocking the road.
He also reportedly told police that he did not see signs indicating that vehicles were prohibited from entering the area.
The LTO’s action comes as authorities continue investigating the circumstances of the crash and determining the appropriate penalties for the rider.
