MANILA, Philippines – Tropical Depression Kiyapo has developed from the low pressure area east of Southeastern Luzon, prompting PAGASA to raise Tropical Cyclone Wind Signal (TCWS) No. 1 over parts of Cagayan and Isabela.

In its 10:00 p.m. bulletin on Wednesday, PAGASA said the center of Kiyapo was estimated at 1,080 kilometers east of Southeastern Luzon.
The tropical depression packs maximum sustained winds of 45 km/h, gusts of up to 55 km/h, and a central pressure of 1004 hPa.
Kiyapo is moving northwestward at 25 km/h, while its strong winds extend up to 400 kilometers from the center.
TCWS No. 1 has been raised over the eastern portion of mainland Cagayan, including Santa Ana, Gonzaga, Lal-Lo, Gattaran, Baggao, Peñablanca, Santa Teresita, and Buguey.
The signal is also in effect over the eastern portion of Isabela, covering Maconacon, San Pablo, Cabagan, Tumauini, Ilagan City, Divilacan, Palanan, San Mariano, and Dinapigue.
Under Signal No. 1, winds of 39 to 61 km/h may be experienced within the next 36 hours, posing a minimal to minor threat to life and property.
PAGASA said the highest wind signal that may be raised during Kiyapo's passage is Signal No. 2 or Signal No. 3, depending on the cyclone's future track and intensity.
The enhanced Southwest Monsoon and Kiyapo's outer circulation will also bring strong to gale-force wind gusts over Sarangani, Davao Occidental, and Davao Oriental through Wednesday.
On Thursday, July 23, the gusty conditions may spread across most of Mindanao, Bohol, Siquijor, and Southern Leyte.
By Friday, July 24, strong to gale-force wind gusts may affect much of the country, especially coastal and upland areas exposed to winds.
PAGASA said Kiyapo will continue moving west-northwestward to northwestward throughout the forecast period.
The cyclone may make a close approach to or landfall over the Babuyan Islands by Friday evening, although a landfall over mainland Cagayan remains possible.
Kiyapo is forecast to gradually intensify over the Philippine Sea and may reach tropical storm category by Friday.
It could continue strengthening while crossing Extreme Northern Luzon and may even become a severe tropical storm after emerging over the Luzon Strait.
The weather bureau expects Kiyapo to exit the Philippine Area of Responsibility by Saturday morning or noon, but warned that heavy rain and damaging winds may still occur even outside the forecast landfall area.
