MANILA, Philippines — Tropical Depression Kiyapo slightly accelerated while moving northwestward over the Philippine Sea east of Northern Luzon, prompting PAGASA to maintain Tropical Cyclone Wind Signal (TCWS) No. 1 over several areas in Northern Luzon.

In its 11:00 a.m. tropical cyclone bulletin on Thursday, July 23, PAGASA said the center of Kiyapo was estimated at 830 kilometers east of Northern Luzon as of 10:00 a.m.
The tropical depression packs maximum sustained winds of 45 km/h, gusts of up to 55 km/h, and a central pressure of 1002 hPa.
PAGASA said strong winds associated with the cyclone extend up to 400 kilometers from its center.

PAGASA said the highest wind signal expected during Kiyapo's passage is TCWS No. 2, although TCWS No. 3 has not been ruled out should the cyclone rapidly intensify into a severe tropical storm while traversing the Batanes-Babuyan Islands area.
The weather bureau also emphasized that heavy rainfall and damaging winds may still be experienced in areas outside the forecast landfall point and the forecast confidence cone.
Kiyapo is forecast to continue moving west-northwestward until Saturday, July 25, toward the Luzon Strait before turning northwestward for the remainder of the forecast period.
Based on the latest track forecast, the cyclone may pass very close to the northeastern portion of mainland Cagayan between Friday morning and afternoon before passing very close to or making landfall in the vicinity of the Babuyan Islands between Friday afternoon and evening.
PAGASA said Kiyapo may intensify into a tropical storm on Friday and could further strengthen into a severe tropical storm after passing the Babuyan Islands.
The cyclone is forecast to weaken once it makes landfall in the vicinity of southern mainland China and moves farther inland.
PAGASA advised residents in areas under tropical cyclone wind signals and those along the forecast track to continue monitoring official weather bulletins and follow the instructions of local authorities.
