MANILA, Philippines – The Civil Service Commission (CSC) has officially opened the application period for the March 8, 2026 Career Service Examination – Pen and Paper Test (CSE-PPT).
The filing period will run from November 3 to 28, 2025, for both Professional and Subprofessional Levels nationwide.
This examination serves as a qualifying test for those who wish to work in the Philippine government and obtain Civil Service Eligibility.
Filing Modes per Region
The CSC announced that application filing modes vary by region—some Regional and Field Offices may implement walk-in filing, while others will accept online applications only.

Applicants are advised to coordinate directly with the CSC Regional or Field Office where they plan to apply for details on slot availability, filing schedules, and specific procedures.

Filing of Applications for NCR
The CSC National Capital Region (NCR) Field Offices will implement an appointment-based scheduling system during the application period.
Access to the eServe Portal will be available starting November 1, 2025. The Online Scheduling System is open from November 3 to 28, 2025, allowing applicants to book appointment slots at designated CSC NCR Field Offices.
Applicants must personally appear on their confirmed appointment date and time and bring the required documents, including:
- Completed application form
- Four (4) passport-size photos with name tag and signature
- Valid ID (original and photocopy)
- ₱500 examination fee (payment method per field office)
Due to limited slots in both the eServe and Online Scheduling Systems, applicants are strongly advised to book only once and strictly follow their confirmed appointment schedules at their chosen Field Office.
Note: The daily cut-off time for all CSC NCR Field Offices is 4:00 PM.
Qualifications / Admission Requirements
- Be a Filipino citizen
- Be at least 18 years old on the date of filing
- Be of good moral character
- Not have been convicted of crimes involving moral turpitude, dishonesty, examination irregularity, drunkenness, or drug addiction
- Not have been dishonorably discharged from military service or dismissed for cause from a government position
- Not have taken the same level of CSE (PPT or CSC COMEX) within three months before the exam

- Fully accomplished CS Form No. 100 (Revised 2023) – available at CSC Regional/Field Offices or download here (printed on legal-size bond paper)
- Four passport-size ID pictures with handwritten name tag and signature over printed full name
- Original and photocopy of a valid ID accepted for the exam
- Examination fee: ₱500

Civil Service Eligibility
The Civil Service Exam (CSE-PPT) is a general ability test designed to measure an individual’s readiness for public service. Passing the exam grants Professional or Subprofessional Eligibility, a key requirement for permanent government positions, except for jobs covered by special laws or requiring professional practice.
