MANILA, Philippines – Malacañang has ordered the suspension of government work in the Executive Branch starting 1 p.m. on Monday, September 22, in observance of the 33rd National Family Week.

The directive was issued through Memorandum Circular (MC) No. 96, released Friday, to allow government employees to spend time with their families and take part in the annual celebration, including the observance of “Kainang Pamilya Mahalaga” Day.

The last week of September is observed as Family Week under Proclamation No. 60 (s. 1992), while the fourth Monday of September is designated as “Kainang Pamilya Mahalaga” Day under Proclamation No. 326 (s. 2012).

“This Office also encourages all government workers in the Executive Branch to fully support the programs and activities relative to the observance of Family Week, as organized by the National Committee on the Filipino Family,” MC No. 96 stated, signed by Executive Secretary Lucas P. Bersamin.

Is September 22, 2025 a Special Holiday?

No. September 22, 2025 is not a declared special non-working holiday. The work suspension applies only to government offices under the Executive Branch starting 1 p.m., as ordered by Malacañang in observance of Family Week.

For the private sector, independent commissions, and other branches of government, work suspension on this date is only encouraged but not mandatory, unless officially declared through a separate proclamation.

Exceptions to Work Suspension

The shortened work hours will not apply to agencies involved in:

  • Delivery of basic and health services
  • Disaster preparedness and response
  • Other vital services requiring uninterrupted operations

These offices are expected to continue providing essential services to the public.

Encouragement for Wider Participation

While the circular directly applies only to the Executive Branch, Malacañang also encouraged other government branches, independent commissions, and the private sector to consider similar work adjustments.

“The suspension of work in other branches of government, independent commissions or bodies, and the private sector is also encouraged, so as to afford all Filipino families the full opportunity to celebrate the 33rd National Family Week,” the Palace said.

Purpose of the Celebration

Family Week seeks to strengthen family solidarity and promote nationwide awareness of the importance of the family, as emphasized in Proclamation No. 60.

Meanwhile, “Kainang Pamilya Mahalaga” Day highlights the Filipino tradition of sharing meals together as a symbol of unity and thanksgiving.

“One of the meaningful traditions of Filipinos is the common family meal where all members of the family are present to signify their unity and thanksgiving for God’s abundant blessings,” Proclamation No. 326 states.

It adds that eating together also encourages parents to stay connected with their children and better understand the challenges they face.
