MANILA, Philippines – The Department of Education (DepEd) announced that they are looking at more positive developments this coming 2020.

Under the proposed 2020 national budget, DepEd is expecting to hire as many as 10,000 public school teachers and 5,000 non-teaching personnel.

During a press conference on Monday, Education Undersecretary Annalyn Sevilla said, "Some of the good news, 10,000 new positions for our teachers. Next, 5,000 non-teaching positions. This will go to the field, the division offices and the schools."

Sevilla added that it is just the beginning as they will be working to hire more.

“This is just initial. We hope that in the succeeding years, if we will get additional teachers, we hope to get more non-teaching positions," she said.

Education Secretary Leonor Briones said they are hoping the measure will address the issue on teacher-to-student ratio and help improve the quality of education.

Back in 2016, DepEd had lowered the teacher-to-student ratio to 1:35 for elementary and 1:43 for secondary schools, which means they need more teachers.

Briones added, "More than being part of our 10-point agenda, we want to stay true to our word that the department is relentless in finding ways to enhance personnel welfare, while at the same time improving delivery of quality education."

Moreover, Briones wooed teachers with additional benefits and compensation. Aside from a starting salary of P21,000, they can also receive a 2-month paid vacation, bonuses, and "special hardship pay" for those assigned in far-flung areas. Hired public school teachers will also enjoy a permanent position.

Briones said, "Meron tayong (we have) additional benefits, cash allowance."

For their 2020 budget, DepEd allocated P1.28 billion for the new 5,000 non-teaching positions and P1.27 billion for the hiring of 10,000 new teachers.

In the 2020 National Expenditure Program (NEP), the education sector gets the biggest chunk of allocation with a proposed P673 billion budget.

Out of the P673 billion proposed fund for the education sector, DepEd is allocated with P550.89 billion, 3.90 percent higher than its P530.23 billion budget under the 2019 budget. The State Universities and Colleges (SUC) will have P68.5 billion budget, TESDA will have P40.8 billion while Commission on Higher Education (CHED) will have a budget of P40.8 billion.
