4Ps beneficiary’s son tops Naval Architect, Marine Engineer board exam

MANILA, Philippines – The son of a Pantawid Pamilyang Pilipino Program (4Ps) beneficiary served as an inspiration to many as he topped the recent Naval Architect and Marine Engineer Licensure Exam.

21-year-old Joseph Vincent Satura who graduated as cum laude from the University of Cebu (UC) scored an impressive 92.20 in the board exam.

Satura shared that his dream fueled his passion to strive harder in life. He said, “Living in a communal house in Labangon, Cebu City with my family and other relatives and being the eldest of four siblings, I have dreamt of building our own house and experience what it feels to be able to provide something big for my family.”

The topnotcher initially wanted to pursue a bachelor's degree in Engineering because “it would help me realize my dream house.” But the scholarship grant he received from Tsuneishi Foundation (Cebu) Inc didn't offer the said course. Instead, Satura took up Bachelor of Science in Naval Architecture and Marine Engineering which he admitted he eventually fell in love with.

The Department of Social Welfare and Development in Region 7 (DSWD 7) information officer Leah Quintana shared that the 4Ps program greatly helped Satura and his family with his school fees. Even Satura's mother, Rosalina shared how the Pantawid Pamilya’s Family Development Sessions (FDS) helped her give the right support to her family.

DSWD officer Quintana said that Satura's success story is just one of the many highlights of how 4Ps changes lives and gives opportunities to Filipinos in need.

Satura currently works at his alma mater, University of Cebu, Main Campus as a part-time teacher. He hopes to apply and practice his profession in the shipbuilding company that granted him his scholarship, the Tsuneishi Inc.

DSWD’s Huwarang Pantawid Pamilya

The Pantawid Pamilyang Pilipino Program commonly known as 4Ps is a conditional cash grant given to “poorest among poor families” as identified by 2003 Small Area Estimate (SAE).

Last October 14, 2018, the Department of Social Welfare and Development’s (DSWD) Pantawid Pamilyang Pilipino Program (4Ps) celebrates the Pantawid Pamilya National Family Day.

The Dionisio family from the Kabihug tribe of Labo, Camarines Norte was awarded the DSWD's Huwarang Pantawid Pamilya 2018. Their family was praised for “maintaining strong family ties, demonstrating positive Filipino values, and having a positive impact in their community.”

The Dionisio family, being a member of the Indigenous Peoples (IP) community shared how the government's support through 4Ps helps their children go to school, fight discrimination and find motivation to succeed.
