#WalangPasok: Class suspensions on July 25, 2016 in QC due to Duterte's first SONA

MANILA, Philippines - The Quezon City Local Government (QCLG) has declared class suspensions for Monday, July 25 due to the first State of the Nation Address (SONA) of President Rodrigo Duterte at the Batasan compound.

In a Facebook post on Monday afternoon, July 18, QCLG added on its advisory that it covers all levels (preparatory to college).

The suspension of classes was due to anticipation of heavy traffic in areas surrounding the House of Representatives.

'SONA 2016' will also mark for the opening of the 17th Congress.

As of press time, the Malacañang Palace has no announcement yet whether July 25 will be declared as special non-working holiday.

In July 2010, former President Benigno Aquino III did not announce class and work suspensions in time for his first SONA.

President Duterte's SONA 2016

The address of President Duterte will be the 78th since 1935 and the 30th since the restoration of democratic rule under the Fifth Republic in 1987.

The State of the Nation Address or SONA is delivered by the President of the Philippines every year. In it, the Chief Executive reports on the state of the country, unveils the government’s agenda for the coming year, and may also propose to Congress certain legislative measures.

The SONA is a constitutional obligation, required by Article VII, Section 23 of the 1987 Constitution:

“[T]he President shall address the Congress at the opening of its regular session.”

Moreover, Article VI, Section 15 prescribes that the Congress “shall convene once every year on the fourth Monday of July for its regular session.”
