"Stay home. Huwag matigas ang ulo. The outcome of this war depends largely on you as well.

Let us set aside our differences and work in solidarity to overcome this pandemic. We have only one common enemy and that is COVID-19.

Mas malakas ang Pilipino sa anumang hamon.

Wag kayong matakot. Nandito ang gobyerno para kayo'y pagsilbihan, at totoong pagsilbihan."

The House of Representatives late Monday night empowered Duterte to address COVID-19 situation in the country.

The Chamber approved House Bill 6616, or the proposed "Bayanihan to Heal As One" Act, which seeks to declare a national emergency amid the threat of coronavirus. Congressmen later adopted the Senate version, which allows Duterte to realign savings from the 2020 budgets of agencies under the Executive branch.

The President’s special powers will be in effect for three months unless Congress withdraws them sooner.
