CHED accepts applications for AY 2019-2020 scholarship program

MANILA, Philippines – The Commission on Higher Education (CHED) has started accepting applications for Student financial assistance programs (StuFAPs) for School Year 2019-2020.

Following the CHED's commitment to “provide poor and deserving Filipinos opportunities to quality higher education”, the StuFAPS aims to help college students who are enrolled in an authorized public and private Higher Education Institutions (HEIs). The program offers deserving students various options of assistance such as student loans, grants-in-aid, subsidies, and government-funded scholarships.

Coverage of Financial Assistance

The package of financial assistance shall continue until the scholar completes his/her degree program. The benefits are the following:

1. Scholarship

A. SSP (State Scholarship Program)
  • Full: Php 30,000
  • Partial: Php 15,000

B. PESFA (Private Education Student Financial Assistance): Php 15,000

2. Grants-in-Aid

Tulong Dunong: Php 6,000
  • per academic year based on: Php 9,000
  • tuition and other fees of HEIs: Php 12,000

Who may apply?
  • Incoming freshmen
  • College level students

Eligibility Requirements

  • Must be at least high school graduate or a candidate for graduation from high school;
  • Must be a Filipino citizen with good moral character;
  • The applicant must belong to a family whose income is not more than three hundred thousand pesos (P300,000.00);
  • Must have at least eighty percent (80%) General Weighted Average (GWA) based on the Form 138 from the high school: 80 – 84% for Grant-in-aid and Student Loan Programs (SLPs); 85 – 89% for Partial scholarship; and 90% and above for Full Scholarship
  • The learner applicant must enroll in a CHED priority course.
  • Must enroll in recognized programs by CHED in the Higher Education Institute (HEI);
  • Must not be at least 30 years old at the time of the application for the CHED Scholarship;
  • The applicant must NOT be a scholar of the government already.

Academic Requirements

A.Incoming Freshman

Senior High School Graduate
  • Photocopy of grades in Grade 12 and original copy of the Certificate of General Weighted Average (GWA) from the principal.
Candidate for Graduation in Senior High School
  • Photocopy of grades in Grade 12 (1st semester) and original copy of the Certificate of General Weighted Average (GWA) from the principal (minimum of 75% or its equivalent passing grade)
  • Photocopy of grades in grade 11 (1st and 2nd semesters) and original copy of the Certificate of General Weighted Average (GWA) from the principal.
Accreditation and Equivalency Test Passer (ALS)
  • Photocopy of Alternative Learning System (ALS) Accreditation and Equivalency Test Certificate/Certificate of Rating (Secondary Level) from the Department of Education (DepEd);
  • Photocopy of Diploma
Philippine Educational Placement Test (PEPT) Passer
  • Photocopy of Certificate of Rating from DepEd;
  • Photocopy of Diploma

B. With Earned Units in College

  • Photocopy of grades in all subjects in completed semesters and Certification of Total General Weighted Average (GWA) from the registrar.

Other Documentary Requirements

1. Proof of Income (any of the following)

For children of OFWs and seafarers, a photocopy of any of the following:
  • The latest copy of the contract;
  • Proof of income

For children of non-OFWs, a photocopy of any of the following:
  • Photocopy of the latest Income Tax Return of parents or guardian;
  • Certificate of Tax Exemption from the Bureau of Internal Revenue
  • Case study from the Department of Social Welfare and Development (DSWD)
  • Affidavit of No Income
  • Certificate of Indigency from Barangay

2. Certificate of Good Moral Character from the last school attended issued by the guidance counselor or principal.

How to apply?

1. If you are qualified, accomplish the CHED StuFAPs Application form.

2. Submit the accomplished CHED StuFAPs Application, together with pertinent documentary requirements, directly to the CHED Regional Office concerned. Applicants who intend to enroll in State Universities and Colleges (SUCs) shall directly submit their application to the concerned SUCs (CHEDRO Directory)

For Region 10:
  • Log-in to Gmail Account (ex. juandelacruz@gmail.com). If not available, create a Gmail account.
  • Accomplish fully online CHED StuFAPs Application Form and follow the procedures.
  • Check the email provided in the online application. An accomplished file of the StuFAPs application in the PDF format will be received.
  • Print the accomplished StuFAPs application form in a white legal size (8.5x13 inches) bond paper. Applicants and parent/guardian must affix their signatures.
  • Prepare the complete documentary requirements
  • Submit the fully-accomplished application form together with pertinent documentary requirements directly to the CHED Regional Office concerned.
  • Applicants who intend to enroll in State Universities and Colleges (SUCs) shall directly submit their application to the concerned SUCs
