As the chair of Senate Committee on Labor, Employment and Human Resources Development, Villanueva said that the goal of the CPD Law is meant to help professionals and therefore should not be a burden to them. He said, “Maganda po ang intensiyon ng CPD Law para patuloy na malinang ang kakayahan ng mga Filipino registered professionals subalit hindi po tama ang pagpapatupad ng batas na siya pong dahilan kung bakit gusto natin itong repasuhin o amyendahan.”

Villanueva filed Senate Bill 2006 or the “Enhancing the Continuing Professional Development of Filipino Workers and Professionals” last September. Under the bill, professionals will be exempted from the CPD requirements within 5 years after obtaining their licenses. The CPD requirements will only apply for the renewal of PIC after the lapse of the 5-year period. If the bill passes as law, the validity of professional ID will be extended up to 5 years and Overseas Filipino Workers (OFW) will be exempted from CPD requirements.

The senator also added that they are looking at reducing the number of required credit units. Villanueva is also trying to make CPD as part of the “staff development programs” of companies and schools and require them to provide or sponsor CPD seminars for their employees.

Villanueva shared that the existing Implementing Rules and Regulations (IRR) of the CPD law has been very complicated. He said, “Ang komplikadong IRR ay nagresulta rin po sa napakamahal na mga CPD program kaya tila naging parusa ang batas na dapat sana’y mag-aangat ng dignidad at kakayahan ng mga propesyonal sa bansa.”

Villanueva said that since repealing or amending a law is such a lengthy process and requires time, he is now supporting the calls to improving the IRR of CPD Law.

Early this year, Villanueva has made a statement that he is for amending the controversial CPD Law. He said that his office has been receiving so many complaints against the said law.

The Republic Act 10912 or the CPD Law requires local professionals to finish a certain number of CPD units for the renewal of their PRC ID. Several bills have been filed to amend or even abolish it due to complaints but all are still pending.
