17th Congress closes 2016 with just 1 law passed

MANILA, Philippines - With only one bill passed into law, the 17th Congress of the Philippines has closed session for the year on Wednesday, December 14.

The law moving the barangay and Sangguniang Kabataan elections from October 31, 2016 to October 21, 2017 is the only measure signed into law for 2016. Meanwhile, the proposed bill seeking P3.35 trillion budget for 2017 is awaiting the signature of President Rodrigo Duterte after both the Congress and the Senate ratified the bicameral conference committee report.

Other bills approved by lawmakers on 3rd and final reading on the last week of session include the following bills:

  • HB Number 64 or bill strengthening the occupational safety and health standards
  • HB Number 400 or bill establishing a national high school in Barangay Pasong Tamo, Quezon City
  • HB Number 938 or bill dividing Barangay Tangos, Navotas City into two distinct and independent barangays
  • HB Number 4469 or bill separating the Tublay School of Home Industries Extension in Barangay Tublay Central, Municipality of Tublay in Benguet from the Tublay School of Home Industries Main
  • HB Number 4524 or bill converting the San Rafael National High School in Navotas City into a national technical-vocational high school
  • HB Number 4597 or bill establishing a national high school in Barangay Concepcion Dos in the second district of Marikina City
  • HB Number 4598 or bill establishing a national technical-vocational high school in Barangay Nasisi, City of Ligao in Albay
  • HB Number 4599 or bill establishing a national high school in the city of Pagadian in Zamboanga del Sur

For 2017, the 17th Congress will focus on the priority measures of the Duterte administration including the reimposition of the death penalty, lowering of minimum age of criminal liability, amendment of the 1987 Constitution to make way for federalism and granting of emergency powers to the President to solve traffic problems. Other bills included in Duterte’s wishlist are bills putting an end to contractualization, amendment of the Anti-Money laundering act and reformation of personal income tax.
