Typhoon Yolanda official death toll climbs to 3,681 | November 17, 2013 Update

Manila, Philippines - The National Disaster Risk Reduction Management Council (NDRRMC) on its latest report as of 6:00am, November 17, 2013 reports that official death toll brought by killer Typhoon Yolanda (Haiyan) now climbs to 3,681. Meanwhile, 12,544 are injured and 1,186 are still missing. NDRRMC situation report on the effects of super typhoon also includes total cost of damage, power and water supply status and efforts of Smart and Globe to restore cellular networks.

NDRRMC said that affected areas comprise of 10,276 barangays in 44 provinces, 571 municipalities and 57 cities of Regions IV-A, IV-B, V, VI, VII, VIII, X, XI and CARAGA. A total of 72,986 families are being served inside 1,530evacuation centers while 763,626 families who are not in evacuation centers are also being served.

There are currently 543,127 houses damaged (272,087 totally / 271,040 partially)tallied in the affected provinces.

As of 6:00PM, 13 November 2013 all bridges and roads that were previously affected are said to be passable already. Meanwhile, the operations in Tacloban airport are still limited. NDRRMC announced that all airports under CAAP control are already operational.

A total of P10,339,290,061.00 worth of damages (P1,250,108,600.00 to infrastructure and P9,089,181,461.00 to agriculture) were reported in Regions IV-A, IV-B, V, VI, VII, VIII and CARAGA. A total of 155,366 hectares of agricultural land were affected. The estimated loss was P4,607,619,150.00


Power and Water Supply Update

Based on NGCP’s latest inspection, 566 transmission towers and poles are either leaning or toppled and 7 substations are affected which remained unenergized. Power outage is still being experienced on various areas in the following provinces:
  • Palawan (4 towns unrestored)
  • Mindoro (1 town unrestored)
  • Masbate (4 towns unrestored)
  • Aklan (18 towns unrestored)
  • Antique (7 towns unrestored)
  • Iloilo (15 towns unrestored)
  • Capiz (21 towns unrestored)
  • Negros Occidental (6 towns unrestored)
  • Cebu (11towns unrestored)
  • Bohol (37 towns unrestored)
  • All in Biliran, Leyte, Southern Leyte, Northern Samar, and Eastern Samar

Municipality of Barbaza, Antique, and some municipalities/cities in Capiz and Iloilo, still do not have water supply. Water supply in Leyte is sufficient as of 15 November 2013.

Meanhile, Globe Telecom, through its Bangon Pinoy program, has put up additional Libreng Tawag Centers in Tacloban City as well as Libreng Internet facilities in Mactan and Villamor airbase for easier communications between the typhoon victims and their kins. Globe currently has 17 Libreng Tawag stations, 32 Libreng Charging sites, eight Libreng Tawag and Charging booths, and two Libreng Internet facilities in Iloilo, Cebu, Leyte, Bohol, Antique, Capiz, and Pasay City.

Sun Cellular, Smart and Talk N’ Text Services have been restored in about 85% of Yolanda affected areas while Globe reports about 57% completion on restoration. Smart said that cellular coverage is now 100% restored in the following areas: Bohol, Cebu, Guimaras, Negros Oriental, Southern Leyte and Palawan.


Provinces under State of Calamity

Presidential Proclamation No.682 dated 11 November 2013, Declaring A State of National Calamity in Samar provinces, Leyte, Cebu, Iloilo, Capiz, Aklan, and Palawan.

A total of P119,202,306.25worth of relief assistance was provided to affected families in Regions IV-A IV-B, V, VI, VII, VII,X, XI and CARAGA:
  • DSWD(P42,008,460.22)
  • DOH (P13,419,712.56)
  • LGUs(P36,777,394.33)
  • NGOs(P26,996,739)

A total of 22,730 personnel,1,285 vehicles, 77 seacrafts, 110 aircrafts and other assets / equipment from National and Local Agencies, Responders and Volunteer Organizations were deployed to strategic areas to facilitate response and relief operations.
